Minutes of the meeting were tape-recorded and are available for review for one
(1) year from the date of the meeting. P/ease submit items for the agenda no
later than 5 p.m. the Wednesday prior to a meeting so packets can be
assembled and distributed Thursday afternoon.
Call to Order: Chair Fred Poe called the meeting to order at 5:00 pm.
Approval of Minutes: The minutes of the previous meeting were approved as
written,

Surplus Property: Item pulled.
2001 Local Law Enforcement Block Grant: Marion Dukes passed out packets
of information. He explained that yearly the Police Department applies for a
Local Law Enforcement Grant. He pointed out the Seven Purpose Areas and
specifically purpose area #1. Item b. Payment of overtime to currently employed
law enforcement officers and necessary support personnel for the purpose of
increasing the number of hours worked by such personnel. In order to obtain the
grant, an Advisory Committee had to be selected and letters sent to those
individuals for their concurrence. The next step is to go to Council for the public
hearing. The amount is approximately $6,000 more this year than last.
Moved to recommend to Council for public hearing, seconded and approved.
Information/Discussion
Airport Budget Presentation: Paul Krauss presented the Airport Budget and
explained the following:
> 90% F.A.A. Grant of $1,125,000 to Cover Land Acquisitions and Taxiways
of $1,250,000
> Hangar Roof Repairs ($150,000)
> 6 or 8 Hangar Doors ($10,000)

The 2002 budget sets aside more money for maintenance then in the past. Mr.
Krauss expressed concerns about the long term impacts of the events of the last
few weeks on the airport, and security measures. Fuel sales are down and there
are concerns that some of the developers will come back and ask for some
concessions. Maintenance issues were discussed.
VADIS Services Available for Downtown Cleanup: Sharon Conroy explained
that as a follow-up to an inquiry at the last meeting, that Vadis can do power
washing, weeding, and litter pickup. Part time service is available and is the
City's option.
Marion Dukes passed out copies of a memorandum regarding "Cost Benefits For
Alternatives Section". The purpose of the memo was to provide additional
information concerning the concept of the request for an Alternatives to
Incarceration Section for the jail, including the cost benefits to be derived from
the establishment of a supervised work crew. Utilizing inmates for downtown
cleanup would provide a tremendous cost savings to the City in reduction costs
for housing inmates and a savings for labor provided by a crew. The total
monetary benefits to the city, after program costs are approximately $50,000
annually.
There are some expenses involved however. Office and storage space is
needed to operate this section. There is a one time cost of about $11,000
associated with the project and, approximately $15,000 for renting office space.
Solid Waste Rate Model: Julie Salzman passed out the latest "Summary of
Rate Models" sheets and per Chair Poe's request, did a recap to bring
Councilmember Singer up to speed. There was quite a bit of discussion about
allocating costs and it was finally decided that the costs were going to be
allocated equally among Commercial, Single Family and Rolloff. Originally, the
previous models had Commercial subsidizing Single Family and Rolloff charges.
The Commercial rate is showing a reduction in the new contract resulting in the
lastest model where "Rolloff was not subsidized. The current rate model was
discussed in detail. Moved to recommend the rate models to Council.
Seconded and approved. The next step in the process will be an ordinance
amending Auburn City Code to include recycling type concepts in the rates.
Ordinance will be forthcoming.
