Minutes of the meeting were tape-recorded and are available for review for one
(1) year from the date of the meeting. Please submit items for the agenda no
later than 5 p.m. the Wednesday prior to a meeting so packets can be assembled
and distributed Thursday afternoon.
The meeting was called to order at 5:00 PM by Committee Vice-Chair Rich
Wagner.
The minutes of the previous meeting were reviewed and amended to strike out
"Police Department" in the second paragraph on Page 2 and "lakeside" in the
second paragraph on Page 3. Minutes approved as amended.
CONSENT
Ordinance 5596: Committee asked to approve accepting a Department of
Justice Local Law Enforcement Block Grant in the amount of $51,434 approving
$5,715 in City matching funds to pay overtime costs of officers engaged in
activities associated with the Community Oriented Policing Program. MSA
Ordinance 5600: Committee asked to approve adopting RCW 69.50.4121, Drug
Parphemalia - Selling or Giving - Penalty, by reference into the city code of
Auburn. MSA
Ordinance 5601: Committee asked to approve the Auburn Fire Department to
participate in the Sunpro Message Switch (SMS) interface that is available to all
Valley Com dispatched agencies using Sunpro Fire RMS5.0. Battalion Chief
Mike Gerber explained the system and it's advantages. MSA
Committee asked to approve a Call for Public Hearing on increased rates for
solid waste collection. Notices would be published on 11/9/01 and 11/16/01 for
the 11/19 Hearing. MSA
INFORMATION/DISCUSSION
Mel Blackstone, DLR Consultant, presented the results of the fire station study.
He had a display of the prototype of the building. He then demonstrated how to
place the building in 3 different ways onto one building site. The 11,111 square
foot building would cost $2,156,268 with site development and traffic control
systems and $3,252,414 with soft costs. Hazardous materials storage was
questioned and it was determined they do not need a separate room as they are
not stored at the station. Advantages of the drive-through bays is a safety issue
as most fire equipment is damaged when backing it up. The lack of a large
meeting room was a concern. In order to conserve costs, it was generally felt
that this room was not warranted at building costs of $140 per square foot. The
time line to construct the building is about 16 months. Traffic flow needs to be
considered. The space for the drive-through bays might need to be expanded to
give some maneuvering space.
Mitzi McMahan, Planning Department, introduced Ordinance 5597, which deals
with the Transit Station Parking Management Strategy. The City Council will be
asked to grant $25,000 for a study and alternatives to an operation plan.
Chief Jim Kelly and Sgt. Scott Near, Auburn Police Department, discussed
dealing with some problem residences that have troublesome activities at the
present time. Civil abatement is the only tool the city can use and it is a lengthy
process. Condemnation is another option and it may be quicker. The early
warning criteria for potential problem residences was reviewed. The pre-
abatement agreement was explained. Committee members agreed that
condemnation/abatement of problem residences should be funded in the budget.
More specifics will be brought to the committee in a month's time. Another option
would be to improve some civil ordinances with enforcement capabilities.
800 MGZ radio systems were installed about 5 years ago. Assistant Fire Chief
Russ Vandver expressed concerns about "dead spots" where there are no
transmissions. Two such spots are the Jail and the Supermall. To correct this
problem an internal antenna has to be installed and then wired to an external
antenna. The Fire Department will be proposing a new ordinance that would
require new construction to build in internal antennas.
Chief Jim Kelly and Cmdr. Will Lathrop, Auburn Police Department,
demonstrated the new in-car video systems. APD is one of the first municipal
PD's to install these systems.
