Please submit items for the agenda no later than 5 p.m. the Wednesday prior to a meeting so packets can be assembled and distributed Thursday afternoon. The meeting was called to order at 5:00 PM by Committee Chair, Fred Poe. It was moved and seconded to accept the minutes of the last meeting. MSA CONSENT: It was moved to approve the surplus furniture no longer needed by the Police Department. MSA An agreement has been reached to settle the City's dispute with Kassel Construction. The cost of the project is over budget by $26,000 due to change orders. There is still $72,000 left in the bond and it is designated for Capitol Improvements. The agreement has been reviewed and approved by the City Attorney. It was moved to approve the final payment to Kassel and close the contract. MSA It was moved to approve the transfer of Detective Bill Sunqvist to the newly formed IRS Federal Money Laundering Task Force in Seattle. The benefits and salary of Det. Sundqvist will be paid via the Federal Seizure Account. MSA Ordinance No. 5620 authorizes the Mayor and City Clerk to execute a temporary extension of the electrical franchise with Puget Sound Energy. The current franchise with PSE expires on 12/31/01. The City and PSE have not been able to complete negotiations for a new franchise. The extension would allow PSE to continue to perform work in its system within City right-of-way under the City Code for permits, while negotiations continue. PSE has submitted revised Schedules 70 and 71. These schedules would permit PSE to direct the City to assume more of the work load and the costs of relocating poles, cable and conduit. It was generally agreed that negotiations with PSE could take a very long time. It was moved to adopt Ordinance No. 5620. MSA Ordinance No. 5622 amends the Auburn city code Chapter 8.08 for the purpose of implementing new solid waste service and providing for revised fees for the collection and disposal of solid waste, yard waste, and recycling. The proposed rates were published in the South County Journal on November 9 and 16, 2001, and a public hearing was conducted on November 19, 2001. It was recommended to change the wording in Paragraph 8.08.190, #C to read, "Carry Out Service for Residents With Disabilities" instead of "Disabled Services." The end of the second sentence was amended to read "residents with disabilities" instead of disabled residents. In Paragraph 8.08.220, the word "problem" was eliminated from "Suspending Collection From Problem Customers. In Paragraph 8.08.090, the wording "Garbage collection and recycling charges may be exempted at the discretion of the administrator" was added to the paragraph.
