HomeMy WebLinkAbout01-07-2002MUNICIPAL SERVICES COMMITTEE MEETING JANUARY 7, 2002 PRESENT: Paul Adams, President, Police Guild; Chief Bob Johnson, Fire; Shelley Coleman, Finance; Steven Wilcox, Building Division, Public Works; Christine Engler, Public Works; Paul Krauss, Planning; Stacey Brothers, Council Member; Sue Singer, Committee Chair; Rich Wagner, Council; Chief Jim Kelly, Police; Bill Peloza, Citizen; Heidi Woods, Businesswoman Minutes of the meeting were tape-recorded and are available for review for one (1) year from the date of the meeting. Please submit items for the agenda no later than 5 p.m. the Wednesday prior to a meeting so packets can be assembled and distributed Thursday afternoon. CALL TO ORDER: Committee Chair Sue Singer called the meeting to order at 5:00 PM. She invited any guests who wished to address the committee to do so at the beginning of the session so they would not have to sit through the entire meeting. Christine Engler, Public Works Director, announced that emergency public services, such as responses to traffic signal outages, were available after regular work hours by dialing 911. Steve Wilcox, Building and Administration Services Manager, was introduced by Christine. APPROVAL OF MINUTES: The minutes of the previous meeting were approved as written. CONSENT: It was moved to approve the surplus of Office Furniture no longer needed in the Police Department. MSA Steve Wilcox presented the Program Improvement for a second Code Enforcement Officer. He noted there had been a 50% increase in code violations in the last 5 years. Currently there are 101 open cases. It is planned to have code violations reported via the Internet in the near future. Committee members expressed concerns about portable reader board signs and strengthening the junk car ordinance. It was moved to approve the second Code Violation Enforcement Officer position. MSA INFORMATION/DISCUSSION Sue Singer asked those in attendance to express their priorities for 2002. Concerns included the Public Safety Building, fire service for south and east Auburn, and staying current with the recycling endeavor. The committee Municipal Services Meeting January 7, 2002 Page 1 requested a monthly report of the recycling progress. A small business owner was frustrated with the lack of solid waste disposal at her business site and the inability to contact an authority figure. She was assured that the glitches in the program are being smoothed out at a very rapid rate. It was noted a few negative comments on the recycling program have been received. Paul Krauss reported that the parking garage leasing and management is a concern of the Planning Department. Leases cannot be signed with prospective businesses until Sound Transit signs the contract with the City. The amount of lighting in the garage was questioned. Public works will be revising the Civil Violations Code to strengthen it. They are in negotiations with Puget Sound Energy to establish a new franchise. Dick Deal, Parks Department, reported there are plans for clubhouse and parking lot improvements at the golf course. A new master site plan for the cemetery is being drafted. United Rentals has expressed an interest in discussing their property with the city. Placement of electronic transmission antennas is becoming an issue. Chief Bob Johnson, Fire, informed us of efforts of the fire department working together with surrounding departments to conserve costs. Grant moneys are being research for dealing with terrorist activities and disasters. Chief Jim Kelly, Police, is concerned with the level of service and public safety as more annexations become a reality. ADJOURNMENT: The meeting was adjourned at 6:00 PM. The next regular meeting is Tuesday, January 22, 2001, at 5:00 PM in Meeting Room 3.
