HomeMy WebLinkAbout02-04-2002 - Minutes - MUNICIPAL SERVICES COMMITTEE MEETING February 4, 2002 PRESENT: Councilmembers Singer, Barber and Brothers; City of Auburn Staff: Jim Kelly and Bob Karnofski, Police; Paul Adams, Police Guild; Bob Johnson, Fire; Lee Hall, Finance; Paul Krauss and Shirley Aird, Planning; Christine Engler, Sharon Conroy and Jennifer Gregg, Public Works; Steven Wilcox, Building; Rodger Campbell and Henry Buchanan, Airport Advisory Committee. Minutes of the meeting were tape recorded and are available for review for six (6) years from the date of the meeting. Please submit items for the agenda no later than 5 p.m. the Wednesday prior to a meeting so packets can be assembled and distributed Thursday afternoon. Call to Order Sue Singer, Chairperson, called the meeting to order at 5:00 PM. Approval of Minutes The minutes of the previous meetings were approved as written. Consent and Agenda Resolution 3408 - Extend Lease Agreement with King County Department of Public Health (space adjacent to North Fire Station): Moved to pass, seconded, and approved recommending extension of lease. Surplus Property, Fire Department: Moved to pass, seconded, and approved surplus of listed property. Annexation of Cobble Creek - ANX00-0004: Moved to pass, seconded, and approved recommending annexation to Council. Resolution 3416 - King County Comprehensive Solid Waste Management: Moved to pass, seconded, and approved adoption of resolution. Ordinance 5633 - Interlocal Agreement with King County (funds for implementation of the 2002-03 Waste Reduction and Recycling Grant Program: Moved to pass, seconded, and approved recommending approval to Council. Information/Discussion Municipal Parking Lot- Parking Enforcement Moratorium: Jim Kelly related that the moratorium ends 2/15/02. Enforcement will begin 2/18. City employees have been advised, and warnings are being issued until 2/15. Municipal Services Meeting February 4, 2002 Page 1 Repair Options for the City Hall Courtyard: Steven Wilcox stated that the $35,000 budgeted for these repairs is intended to replace brick and panels that are damaged. He is concerned that this means of repair will be damaged rather quickly if vehicles continue to be allowed in the area. He asked for other options. One possibility raised was removing all the existing material and replacing it with a single, stamped surface that can be driven on. Wilcox was tasked with determining the cost for this and bringing the figures back to a later meeting. Airport Advisory Committee: Rodger Campbell asked what, if any, authority the committee has. The City Attorney will be asked about the committee meeting without staff, if their input is only advisory in nature. Muckleshoot 2002 Compact: This topic will be brought up at the next meeting. Police Department Range: Jim Kelly said a bid for a fence is going out. He was asked whether the range proposed for the new public safety building might be able to generate revenue and help pay for itself, and he said it was a possibility, although it would be difficult to project how much. He said there are varieties of ways such a range can be built/managed which would affect the generation of revenue. Overview of 1524 Randall Avenue: Commander Karnofski presented a synopsis of the numerous calls and contacts at this address and said the property is, at present, in the process of going back to prior owners. The current property owner is no longer living on the premises, but it is inhabited by others - in spite of inadequate/non-existent sanitary facilities. Mike Dunbar, Codes Compliance Officer, has also been working on this situation. Questions were raised on the status of a noise ordinance. Chief Kelly said the City Attorney is looking at both the noise and fireworks ordinances, but no conclusions have yet been reached, to his knowledge.
