PRESENT: Councilmembers Singer, Wagner, and Brothers; City of Auburn Staff: Jim
Kelly and Bob Lee, Police; Dave Smith, Fire; Dan Heid, Legal; Ingrid Gaub, Christine
Engler, Public Works; Shelley Coleman, Julie Salzman, Finance; Brenda Heineman,
Personnel; and Secretary Jeanne Herold
Minutes of the meeting were tape recorded and are available for review for six (6) years
from the date of the meeting. Please submit items for the agenda no later than 5 p.m. the
Wednesday prior to a meeting so packets can be assembled and distributed Thursday
aftemoon.
CALL TO ORDER:
Sue Singer, Chairperson, called the meeting to order at 5:00 PM.
APPROVAL OF MINUTES:
The minutes of the previous meeting were approved as written.
CONSENT:
Resolution No. 3461: A resolution to execute King County Agency Services Contract
D31505D between the City of Auburn and K.C. for the January 1, 2002 to December 31,
2002 contract period and specifying funding total for Basic Life Support Services.
Vice Chair Wagner asked for more information regarding the fee for "Transport".
Moved to pass, seconded and approved.
Ordinance No. 5658: An ordinance of the City Council of the City of Auburn, WA,
amending Chapter 8.28 of the Auburn City Code relating to Noise Control. There was
much discussion regarding the time referenced in item (h) and (i), page 3 and regarding
low frequency sound, item (d), page 2. City Attorney Heid agreed to change the word
possessors in item (d), page 2 to occupants.
Moved to pass, seconded and approved pending changes to (d) changing possessors to
occupants, change (h) and (i) to change weekends to Sundays.
Change Order #2 and Final Pay Estimate to Contract No. 02-03: Ingrid Gaub
explained that the Phase 1 project constructed fencing to enclose the Fire Range Site for
security purposes and Change Order #2 is for lengthening to the fencing to adjust for
conflicts with the terrain. Moved, seconded and approved.
Surplus Equipment: Police Dept. requested to surplus equipment from the old
Supermall office, no longer useful. Moved, seconded and approved.

INFORMATION/DISCUSSION:
Update on Garbage and Service Level Statistics: Julie Salzrnan briefed the Committee
on the status of the garbage and service level statistics. She distributed handouts to
everyone regarding the "Changes in Refuse Units by Month", the "Phone Statistics" and
the "Rollout Audit Analysis".
Contract for Yakima Jail: Brenda Heineman updated the Committee on the
Negotiations with King County on the Jail Issues, and the Yakima Jail Contract and Long
Term Interlocal Agreement Alternatives. She passed out a memo describing the
highlights of the long-term contract with Yakima and the Cities Interlocal Agreement.
Auburn is being requested to approve the long-term agreement with Yakima by June 1,
2002 or as soon as possible thereafter. The final contract should be sent to Auburn by
next week for approval by Council. The Yakima contract would give Aubum the time to
work on other alternatives.
Chief Kelly stated that he would be making data available for Council and Committee
and the individuals working on this task. He will be doing spread sheets showing what
the estimated average daily jail population will be, what the estimated annual cost will be
for that outside booking, as well as the operation of whether there will be a 50, 100 or
200 bed jail. It will be beneficial for everyone to see that.
Chief Kelly stated that the only two things that have held Auburn, from going to Yakima
exclusively today, is medical and video and those issues are being worked on to get that
connected.
Chief Kelly mentioned "Police Week" is May 12 through the 18 and "Police Officer's
Memorial Day" is May 15, 2002. On Saturday, Auburn Little League recognized
"Hometown Heroes" which are their local police, fire and military branches and there
was a very nice ceremony at Brannon Field and there may be a Proclamation this evening
at Council.
ADJOURNMENT: Chairperson Sue Singer adjourned the meeting at 5:50 PM
Next regular meeting is Monday, May 20th, 2002 at 5:00 PM in Meeting Room 3.
