PRESENT: Councilmembers Singer, Wagner, and Brothers; City of Auburn

Held, Judith Ausman, Legal; John Anderson, Airport; and Secretary Jeanne
Herold
Minutes of the meeting were tape-recorded and are available for review for six
(6) years from the date of the meeting.
CALL TO ORDER:
Sue Singer, Chairperson, called the meeting to order at 5:00 PM.
APPROVAL OF MINUTES:
The minutes of the previous meeting were approved as written.
CONSENT:
Surplus Property: Moved to recommend approval of surplus proPerty, seconded
and concurred.
Resolution No. 3472: A Resolution Formalizing a Transient Tie Down Fee at the
Auburn Municipal Airport. The Resolution was discussed. A typo was pointed
out and corrected. Moved to recommend approval of Resolution No. 3472,
seconded and concurred.
Resolution No. 3489: A Resolution replacing Resolution No. 3428 to clarify the
Auburn Municipal Airport Fuel Flowage Fee Agreement between the City of
Auburn and Auburn Flight Service. John Anderson explained that there were a
couple of changes that had been proposed during negotiations between AFS and
Council. Mr. Anderson clarified the changes. Moved to recommend approval of
Resolution No. 3489, seconded and concurred.
Resolution No. 3495: A Resolution consenting to Change in Control of TCI
Cablevision of Washington, Inc. Dennis Dowdy passed out a revised copy of the
resolution and explained that it doesn't change anything, but is worded in a way
that is more acceptable to AT&T. Lon Hurd was unable to attend the meeting,
but will be asked to come back to the July 15th meeting. Moved to recommend
approval of Resolution No. 3495, seconded and concurred.

City Attorney Dan Heid explained that the original goal was focused on drafting
clarifying and consistent language where there appeared to be confusion,
conflict, and inconsistency on the prosecution of offenses, and because of
concerns in code enforcement, nuisance abatement and police response, i.e.
should it be Municipal Court or Hearing Examiner. With that, the Legal Dept.
began going through the Codes in order to make every one uniform. Because of
the need for legal to seek adjudication much more quickly, staff proposed making
all of the ad judicatory violations go before the Court and interpretational
questions could still go to the Hearing Examiner. Mr. Heid stated that he wanted
Council to be very comfortable in making the changes. Each Ordinance was
reviewed by Mr. Heid and asked the Committee for specific questions. Each of
the above Ordinances were discussed at length by the Committee.
Councilmember Wagner was specific that the City of Auburn should be copasetic
with the County regarding the Animal Control Ordinance. i.e. Section One,
Amendment to Section 6.32.010 i.e. taking out the exclusions. Legal will bring
this Ordinance back to the next meeting.
OLD BUSINESS:
Chair Singer stated that she wanted an update on the" Garbage Tipping
th
Fees" by the Finance Director for the meeting on July 15 .
Chair Singer asked for an update on the EMS Transport for the meeting on
July 15h.
Chair Singer asked for a report on the Domestic Violence Advocate from
the Legal Department at a future meeting.
Chair Singer asked when the Committee on the Public Safety Building was going
to reconvene. Chief Kelly stated that the City is waiting for a response from GSA
regarding a decision on whether or not any property or buildings could be made
available for the City. It will be toward the end of July for a response from them.
The project is currently is "on hold".
