MUNICIPAL SERVICES COMMITTEE MEETING

PRESENT: Councilmembers Singer, Wagner, and Brothers; City of Auburn
Staff: Jim Kelly, Police; Bob Johnson, Fire; Christine Engler, Dennis Dowdy,
Engineering; Dan Heid, Legal; Lynn Rued, Planning; Julie Salzman, Finance;
Sharon Conroy, M & O; guest Virginia Haugen, and Secretary Jeanne Herold
Minutes of the meeting were tape-recorded and are available for review for six
(6) years from the date of the meeting.
CALL TO ORDER;
Sue Singer, Chairperson, called the meeting to order at 5:00 PM.
APPROVAL_ OF MINUTES:
The minutes of the previous meeting were approved as written.
CONSENT:
Ordinance No. 5679~ An Ordinance of the City of Auburn, amending Chapter
08.24 of the Aubum City Code relating to Fireworks restrictions. Dan Heid
explained that the 2002 legislative session included a revision to the fireworks
law in Washington that expanded the opportunities for the use of fireworks. In'
2000 when the City amended the Ordinance to update the definition, a timetable
was inadvertently taken out that was inconsistent with the nature of the definition.
Council member Wagner asked for a copy of the RCW 77.7. After much
discussion regarding the timetable, it was decided to table this Ordinance until
the next meeting.
Ordinance No. 5677: An Ordinance of the City Council of the City of Aubum,
.WA, amending Chapter 1.24 of the Auburn City Code, relating to Penalties' for
Criminal Violations Chapter, and amending Chapter 1.25 of the Auburn City
Code, relating to Civil Penalties for Violations, and amending Sections 8.14.050,
12.24.090, and 13,32.080 of the Auburn City Code, regarding penalty provisions.
Moved to recomme, nd approval of Ordinance No, 5677, seconded, and
concurred. Lynn Rued stated that he would be back to Committee in a couple of
weeks with major revisions to the public nuisance laws.
Ordinance No. 5678:, An Ordinance of the City Council of the City of Auburn,
WA, amending Section 5.20.230 of the Aubum City Code, relating to Taxicab
Business Licenses, Moved to recommend approval of Ordinance No. 5678,
seconded, and concurred. -"
Ordinance No. 5681[ An Ordinance of the City Council of the City of Auburn,
WA, amending Section 6.32.010 of the Auburn City Code, and creating a new
Section 6.32.015 of the Auburn City Code, relating to animal control regulations.

Mr. Held explained that the double' strikethroughs in 6.32.010 is the language
that was struck to conform to the cone, ems that Council member Wagner had, to
make sure that Auburn was in conformity with the King County Animal Control
Codes. But the operative language is in Section 6.32.015 which focuses on the
Dog Leash law. Moved to recommend approval of Ordinance No. 5681,
seconded, and concurred.
Ordinance No. $682: An Ordinance of the City Council of the City of Auburn,
WA, repealing the current provisions of -rifle 9 of the Auburn City Code, replacing
these pro. visions with a new Title 9 of the Auburn City Code, relating to Public
Peace, Morals and Welfare. This significant re-write of the criminal code was
done for clarification, Moved to recommend approval of,Ordinance No. 5682,
seconded, and concurred.
Ordinance No. 5683: An Ordinance of the City Council of the City of Auburn,
Wa, amending various sections of the Auburn City Code, creating a new section
relating to penalties for violations of City Ordinances. This Ordinance sought to
go through the various codes dealing with how they are enforced and provide a
uniformity and consistency among violations. Moved to recommend 'approval of
Ordinance No. 5683, seconded and concurred.
INFORMATION/DISCUSSION
Garba.qe Tippln.q Fees Update: Julie Salzman stated that she didn't have a
particular update regarding Tipping Fees and asked the Committee for specific
questions. Chair Singer explained that Shelley Coleman was looking at a new
contract provision and Waste Management wanted a huge increase in the fees
and the Committee wanted information regarding those fees. Finance does have
an issue with special pickups, as it's not in the contract. Research is being done
in order to analyze the situation. Since the City is close to the new rates for next.
year, special pickups could be put in With the new rate system and then an
overall annual analysis done.
Julle Salzman stated that Mayor Lewis wanted the Committee informed that the
Finance Department is going to begin a huge "back bill' for about $52,000 to.
Sherwood Apartments for garbage services that were miss-billed.
EMS Transpo,rt Update:
Bob Johnson updated the Committee on the current status of the fire department
transport and billing of basic life support patients. Other neighboring fire
departments are undergoing strategic plan reviews including the issue of BLS
transports. Their findings are expected by the end of the year, Most a~encies
feel the need to regionalize transports with other surrounding agencies to provide
the best level of service to citizens. Auburn FD continues to research any
potential legal issues with the help of City Afforney Dan Held and continues
planning meetings with neighboring agencies.

Domes_ftc Violen,ce Advocate Update: Dan Held updated the Committee on
the responsibilities of the position of the Domestic Violence Advocate. One of
the aspects of domestic violence is to make sure that a victim is going to be able
to go to court. There are numerous organizations such as the YMCA or DAWN
that provide resources to domestic violence victims but one of the areas that
must also be as important to be addressed, is making sure that the victim has a
route to court.
Chair SMger stated that the budget meeting is coming up soon and since the
DVA is one of the newer programs, wanted to know if it was felt that this was an
important, valuable service. Dan Held stated that he felt it was extremely
valuable.
OLD BUSINESS:
9-1-1 Complaint: Chair Singer brought to Chief Kelly's attention that she's had
two or three citizens complain to her that when they call 9-1-1, there is an attitude
problem on the part of the call receiver. Chief Kelly explained that all of the calls
are recorded and if he could get specifics on times and dates he could follow up
on those less t.b~'~ desirable responses from the call receivers. Given the
volume of calls handled, they do provide a good quality service. Valley Corn
Administration does strive to provide professional service and those issues are
looked into and coaching, counseling and retraining provided in getting that level
of service where it's needed.
