PRESENT: Sue Singer, Chair; Rich Wagner, Council; Stacey Brothers, Council;
Paul Krauss, Planning; Chief Bob Johnson, Fire; David Osaki, Planning; Lynn
Rued, Planning; Chief Jim Kelly, Police; Dan Held, Legal; Mayor Lewis
Minutes of the meeting were tape-recorded and are available for review for one
(6) years from the date of the meeting. Please submit items for the agenda no
later than 5 p.m. the Wednesday prior to a meeting so packets can be assembled
and distributed Thursday afternoon.
CALL TO ORDER:
Committee Chair Sue Singer called the meeting to order at 5:00 PM.
APPROVAL OF MINUTES:
The minutes of the previous meeting were approved as written.
CONSENT:
Ordinance No. 5679: Ordinance amending Chapter 08.24 of Auburn City code
relating to Fireworks Restrictions It was suggested the sale of fireworks in
December be deleted. It was moved to accept the Ordinance as amended. MSA
INFORMATION/DISCUSSION
Draft of Public Nuisance Laws: While the committee agreed they liked the
general direction of the draft, they did have some questions and concerns. They
included clarifying the responsibilities of owner and tenant in a rental situation;
measures to be taken to ensure the timely removal of animal droppings, and; the
number of inoperable motorized vehicles allowed per acre. The draft will be
revised and edited and will return as an Ordinance at the next meeting.
Chair Sue Singer reported she had received complaints of speeding on Terrace
Drive and asked for suggestions to curb it. It was suggested that attention be
focused on speed limit signs by attaching flags to the signs, adding "Speed Limits
Strictly Enforced" signs and perhaps striping the streets. Several streets have
been striped to include bicycle lanes, therefore narrowing the traffic lanes. This
has a calming effect on traffic causing drivers to slow down and use more
caution. Insurance liability due to striping was discussed.
Memo re: Concerns Regarding Council Quasi-Judicial Role City Attorney
Dan Heid expressed his concerns for Council members liability as they no longer
have government immunity. He cited Mission Springs vs. City of Spokane in
which each of the individual city council members were sued in addition to the
city itself. The Committee members agreed they understood these risks when
they ran for office and it was one of the reasons they wanted the job. It was

emphasized that the memo was written to keep council persons informed of legal
actions that might affect them and their well being. Committee members
expressed their appreciation.
ADJOURNMENT:
The meeting was adjourned at 6:05 PM. The next regular meeting is Tuesday,
August 19, 2002, at 5:00 PM in Meeting Room 3.
