MUNICIPAL SERVICES COMMITTEE MEETING
November 4, 2002
PRESENT;, Councilmembers Singer, Wagner and Brothers; City of Auburn Staff: Jhn Kelly
and Bob Lee, Police; Bob Johnson, Fire; Paul Krauss, Planning; Shelley Coleman, Finance.
Minutes of the meeting were tape recorded and are available for review for six (6) years from
the date of the meeting. Please submit items for the agenda no later than 5p.m. the Wednesday
prior to a meeting so packets can be assembled and distributed Thursday aflernoor~
Call to Order
Sue Singer, Chairperson, called the meeting to order at 5:00 PM.
Approval of Minutes
The m~utes of the previous meetings were approved as written.

Resolution 3545 - Use of Auburn Police Department Range by Other Agencies.
Discussion on whether fees were equitable. Councilmcmber Wagner requested that the fees be
adjusted to more truly represent the value of using the range, possibly on a per person/per day
basis. This resolution will be brought back to the next meeting.
Discussion
G .a~bling Taxes - Shelley Coleman provided a memorandum and attachment, a page out of "A
Revenue Guide" for Washington Cities and Towns put out by Municipal Research and Services
Center. The percentages cited were discussed, and 15% was settled Upon as a figure to take to
the Finance Committee as a recommendation..
Hangar Lease Rates Letter, FAA - Paul Krauss discussed this letter, which addressed the
question posed by Hangars Unlimited regarding their $.85 a square foot rate. His understanding
is that the FAA is agreeing with the city that the rate is appropriate, based on the mount it
invested ~ improvements.
DOE Grant Contract, Meth Storage Locker - Jim Kelly gave the background for this
propozed intemgency agreement. At present there is no specific waste storage in Auburn for
items collected from illegal methamphetamine manufacturing, If requirements for such a storage
locker can be satisfactorily met, the Department of Ecology will reimburse the police department
for accomplishing the work up to $7,000.

Code Enforcment- Sue Singer asked the status of Code gnforcement. Paul Krauss will bring
an update to thc next meeting.
