MUNICIPAL SERVICES COMMITTEE MEETING
November 18, 2002
PRESENT: Councilmembers Singer, Wagner and Brothers; City of Auburn Staff.' Jim Kelly,
Police; Bob Johnson and Dave Smith, Fire; Paul Krauss, Planning; Julie Sharkich, Finance;
Sharon Conroy, Public Works, Dennis Dowdy, Engineering; Dan Heid, Legal; and Laurel
Nelson, King County Office of Emergency Management.
Minutes of the meeting were tape recorded and are available for review for six (6) years from the date of the
meeting. Please submit items for the agenda no later than 5p.m. the I4'ednesday prior to a meeting so packets can
be assembled and distributed Thursday afternoon.
CALL TO ORDER
Sue Singer, Chairperson, called the meeting to order at 5:00 PM.
APPROVAL OF MINUTES
The minutes of the previous meetings were approved as written.
CONSENT
Resolution 3545 - Use of Auburn Police Department Range by Other Agencies.
This resolution was brought back from the last meeting. The fees have been adjusted upward to
more equitably reflect cost for use. Moved to pass, seconded, and approved City Council adopt
resolution.
Call for a Public Hearing on Proposed Solid Waste Rates - Sharon Conroy distributed a
handout listing proposed 2003 monthly single family and commercial refuse and yard waste
rates. She stated there is no rate change for existing single family services. There was a
discussion on special pickups. Several new commercial categories and rates are shown. Conroy
explained what constitutes return service. Moved to pass, seconded, and approved City Council
call for a public hearing on proposed solid waste rates.
Award Rebid Contract 02-17, Project Number C223A - The committee moved to pass,
seconded, and approved recommending City Council award Weatherguard, Inc. the contract to
replace roofs on Auburn Municipal Airport Hangars No. 2 and No. 7 (total contract price
$205,412.22.
Resolution 3544 - Amendment to Contract between City of Auburn and Waste
Management of Washington, Inc. (DBA RST Disposal) - Resolution pulled from this agenda,
to be brought back at the December.2nd meeting.
Ordinance No. 5707, Amending Section 12.56.045 of the Auburn City Code and
Establishing a City of Auburn Fee Schedule - Dan Heid presented this ordinance as a way to
consolidate information efficiently and make it more easily accessible, as well as being easier to
modify. There was a lengthy discussion as to whether proposed fees should be included at the
onset. It was decided that the ordinance should be introduced with existing fees and the
proposed fees be handled as a separate issue. Clarification was called for on whether the city is

charged fees for its projects (it isn't). Rich Wagner asked whether the fees shown are
comparable to nearby municipalities (they are). Sue Singer asked whether these fees called for a
public hearing (no). The matter of proposed fees will be addressed at the next meeting. Moved
to pass, seconded, and approved recommending City Council pass Ordinance 5707, establishing
City of Auburn Fee Schedule including existing fees.
DISCUSSION
King County Regional Disaster Plan -Laurel Nelson, King County Office of Emergency
Management, gave a presentation on the Regional Disaster Plan for Public and Private
Organizations in King County. She also provided handouts which outline the groups working
within the plan and describe functions. Participation in the plan is voluntary and its success
dependent upon widespread endorsement of various cities and organizations throughout the
county. The City of Auburn is not yet officially involved, though several nearby municipalities
are. Auburn Regional Medical Center and Auburn School District #408 are also involved.
Fire Code Fees - Dave Smith submitted a memorandum proposing fees to be charged for
functions performed by the Fire Prevention Bureau of the Auburn Fire Department. Many
surrounding municipalities already have such fees in place. Suggestion was made that this fee
schedule might be combined/coordinated with the fee schedule proposed by Dan Heid in
Ordinance No. 5707 (see last consent item above).
Code Enforcement Update- This issue will be brought to an upcoming meeting.
Jail Issues - Jim Kelly updated the committee on options being considered to reduce the cost of
incarceration. He has been in conference with the Judge, City Attorney, and Human Resources
on strategies to accomplish this. He emphasized that prisoners will not be arbitrarily released,
nor will there be a one-in-one-out situation at this time. Alternatives to incarceration, such as
"public service," day reporting, and inmate work crews, were mentioned as possible alternatives,
but there is no physical location available at present from which to function.
Media - Jim Kelly explained that media presence was due to a high profile child abuse case.
ADJOURNMENT
Chairperson Sue Singer adjourned the meeting at 6:30 p.m.
Next regular meeting is Monday, December 2, 2002, ~at 5:00 PM in Meeting Room 3.
