MUNICIPAL SERVICES COMMITTEE MEETING
December 16, 2002
PRESENT: Councilmembers Singer, Wagner and Brothers; Mayor Lewis; City of Auburn
Staff: Jim Kelly, Bob Lee and Mike Hirman, Police; Bob Johnson, Fire; Paul Krauss, Planning;
Shelley Coleman, Finance; Dan Heid, Legal; Sharon Conroy, Public Works, Dennis Dowdy,
Engineering; and Citizen, Virginia Haugen.
Minutes of the meeting were tape recorded and are available for review for six (6) years from the date of the
meeting. Please submit items for the agenda no later than 5 p.m. the Wednesdayprior to a meeting so packets can
be assembled and distributed Thursday afternoon.
CALL TO ORDER
Sue Singer, Chairperson, called the meeting to order at 5:05 PM.
APPROVAL OF MINUTES
The minutes of the previous meetings were approved as written.
CONSENT
Surplus Police Department Projector - Moved to pass, seconded, and approved
recommending surplus of projector.
Conversion of Property to Police Department Use - Moved to pass, seconded, and approved
recommending conversion of equipment to department use.
Ordinance 5714 - Crime Prevention Funding - Per Shelley Coleman, this ordinance will be
brought back to the next meeting, with slight changes in verbiage as to accounting procedures.
There was a discussion on how much revenue will actually be generated for the city.
Ordinance 5716 - False Alarms Jim Kelly introduced the ordinance and then turned the
discussion over to Mike Hirman, who distributed a handout which gave statistics on false alarms.
Changes were suggested in 9.30.030, last sentence...."it shall be prima facie evidence of the
violation that the smme alarm system" ..... Also, in Paragraph B of Section Two, the first
sentence, which had been deleted, will be included and shall read "The city shall notify the alarm
user upon their first false alarm, within any calendar year." Moved to pass, seconded, and
approved ordinance with referenced modifications.
Ordinance 5717 - Inclusion of Burglary/Auto Theft Tools Language in City Code - After a
brief discussion, the committee moved to pass, seconded, and approved recommending Council
adopt ordinance.
Ordinance 5724 - Parking Fines - During discussion, it was decided that in Section Five,
10.36.300, the lined out "2na Street Northwest, south side ..... "paragraph will be left in the
ordinance. Also, in Section Seven, 10.36.420, third line, "or in the stun of $15.00" shall be
amended to "or in the sum of $35.00" Committee moved to pass, seconded, and approved
recommending Council adopt the ordinance with the referenced modifications.

Surplus Fire Department Communication Equipment - Moved to pass, seconded, and
approved recommending Council surplus equipment.
Surplus Cemetery Vehicles and Equipment - Moved to pass, seconded, and approved
recommending Council surplus vehicles and equipment.
Annual Consultant Agreement with 3H Cable - Moved to pass, seconded, and approved
recommending Council approve the agreement.
Annual Consultant Agreement with Vadis - Sharon Conroy distributed a handout depicting
the participants in this program. Moved to pass, seconded, and approved recommending Council
approve the agreement.
INFORMATION/DISCUSSION:
There were no scheduled discussion items, but as a follow-up to the Vadis agreement presented,
Sue Singer asked about the possibility of adding recycling in the larger city parks. Sharon
Conroy will determine cost for recycling at least cans and bottles, and this issue can be brought
up at a later date (Stacey Brothers suggested possibly at mid-year).
ADJOURNMENT:
Sue Singer adjourned the meeting at 6:05 p.m.
Next regular meeting is Monday, January 6, 2003, at 5:00 p.m. in Meeting Room 3.
