CALL TO ORDER- 5:00 PM, CONFERENCE ROOM NO. 3 Chair Gene Cerino called the meeting to order at 5:00 PM in Conference Room 3 located on the second floor of Auburn City Hall, 25 W. Main Street, Auburn. Members included: Chair Gene Cerino, Member Bill Peloza and Councilmember Sue Singer. Staff members present included: Mayor Pete Lewis, Police Chief Jim Kelly, Assistant Police Chief Bob Lee, Fire Chief Russ Vandver, Planning & Community Development Director Paul Krauss, Finance Director Shelley Coleman and City AttorneY Dan Heid. Chair Cerino welcomed newly elected Member Peloza to the meeting and thanked Member Singer for sitting in for Vice Chair Rich Wagner. AGENDA MODIFICATIONS There were no agenda modifications. Purchase of Property at 214 "A" Street NW Planning Director Krauss asked for these items to be moved to Executive Session and Chair Cerino concurred. D. PROPERTY LEASES 1. Lease of property at 220 "A" Street NW Planning and Community Development Director Paul Krauss reported that this property is presently leased on a yearly basis by the City for employee parking. The owner is asking for a three-year commitment at a slightly higher rental rate. The market rate for undeveloped property was questioned. Director Krauss also noted that there are not many options in the area and the owner has several interested potential renters, the rent rate seemed immaterial. Councilmember Singer moved and Member Peloza seconded to approve the Consent Agenda. MOTION CARRIED UNANMOULSY. 3-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 5814 An Ordinance of the City Council of the City of Auburn, Washington, amending Chapter 5.10 of the Auburn City Code relating to General Business Licensing. Auburn City Code Section 5.15.020 seemed to have conflicting information on the number of years a business owner would wait before being allowed to reapply for a business license after being denied or having the license revoked. City Attorney Heid stated that it could be amended to read two-years in both instances. Page 2 Municipal Services Minutes January 5, 2004 Councilmember Singer moved and Member Peloza seconded to recommend approval of Ordinance 5814 as amended. MOTION CARRIED UNANIMOUSLY. 3-0. 2. Ordinance No. 5815 An Ordinance of the City Council of the City of Auburn, Washington, repealing Chapter 2.39 of the Auburn City Code relating to the Airport Zoning Commission. The Airport Zoning Commission has not functioned for several years and is no longer needed as a stand-alone committee. Councilmember Singer moved to approve and Member Peloza seconded to recommend approval of Ordinance No. 5815. MOTION CARRIED UNANIMOUSLY. 3-0. 3. Ordinance No. 5818 An Ordinance of the City Council of the City of Auburn, Washington, adopting King County Taxi cab licensing regulations and approve an Interlocal Agreement with King County for Taxi Regulation. City Attorney Dan Heid reported that the ordinance will allow the City to work with King County in regulating and investigating the activities of taxi cab operators and for-hire vehicles. Councilmember Singer moved to approve and Member Peloza seconded to recommend approval of Ordinance No. 5818. MOTION CARRIED UNANIMOUSLY. 3-0. 4. Ordinance No. 5822 An Ordinance of the City Council of the City of Auburn, Washington, approving the updating of the City Code by adding some sections from State Statutes into the City Code and by deleting or modifying others Councilmember Singer moved to approve and Member Peloza seconded to recommend approval of Ordinance No. 5822. MOTION CARRIED UNANIMOUSLY. 3-0. Page 3 Municipal Services Minutes January 5, 2004 VI. B. Resolutions 1. Resolution No. 3673 A Resolution of the City Council of the City of Auburn, Washington, determining that the City of Auburn taking action to comply with Health Insurance Portability and Accountability Act ("HIPAA"). Councilmember Singer moved to approve and Member Peloza seconded to recommend approval of Resolution No. 3673. MOTION CARRIED UNANIMOUSLY. 3-0. 2. Resolution No. 3671 A Resolution pertaining to billing and collection of fees for basic life support ambulance services. Councilmember Singer moved to approve and Member Peloza seconded to recommend approval of Resolution No. 3671. MOTION CARRIED UNANIMOUSLY. 3-0. INFORMATION/DISCUSSION ITEMS There were no items for discussion. ADJOURNMENT: With no further public business, the meeting recessed to Executive Session and reconvened and adjourned at 6:00 PM.
