Minutes CALL TO ORDER Chair Gene Cerino called the meeting to order at 5:00 PM in Conference Room 3 located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, WA. Members included: Chair Gene Cerino, Member Bill Peloza and Councilmember Sue Singer. Staff members present included: Mayor Pete Lewis, Police Chief Jim Kelly, Assistant Police Chief Bob Lee, Fire Chief Russ Vandver, Planning & Community Development Director Paul Krauss, Accounting Manager Craig Violente and City Attorney Dan Heid. Others in attendance included: Airport Manager Jamelle Garcia, Journalist for the King County Journal Jamie Swift and citizen Delia Fogarty. AGENDA MODIFICATIONS There were no agenda modifications. CONSENT ITEMS 1. Minutes of the January 5, 2004 Municipal Services Committee meeting. Councilmember Singer moved and Member Peloza seconded to approve the Consent Agenda. MOTION CARRIED UNANIMOUSLY. 3-0. ORDINANCES AND RESOLUTIONS A. Ordinances Ordinance No. 5819 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 13.06.511, 13.20.440, 13.40.050, 13.41.030, 13.48.330, 13.48.340, 13.48.420, 15.56.020, and 15.56.030 of the Aubum City Code relating to fees and charges and amending the City of Auburn Fee Schedule. Planning and Community Development Director Paul Krauss clarified that the implementation of fees differs from the language of the ordinance. By Breaking down the costs of leasing into the base rent plus state leasehold tax and security fee would clarify the invoice. Municipal Services Minutes January 20, 2004 Councilmember Singer moved and Member Peloza seconded to recommend approval of Ordinance No. 5819. MOTION CARRIED UNANIMOUSLY. 3-0. B. Resolutions Resolution No. 3676 A Resolution of the City Council of the City of Auburn, Washington, that would approve a contract between the City of Pacific and the City of Auburn for maintenance and other services associated with self-contained breathing apparatus utilized by fire personnel. The compensation rate of $55.00 per hour for services provided was questioned. Fire Chief Vandver explained the rate was based on the average firefighter's overtime rate. Councilmember Singer moved and Member Peloza seconded to recommend approval of Resolution No. 3676. MOTION CARRIED UNANIMOUSLY. 3-0. INFORMATION/DISCUSSION ITEMS Ordinance No. $802, Rules & Procedure of the City Council City Attorney Dan Heid presented the revised Ordinance which now clarifies the seating arrangements. The Ordinance will be on the next agenda for acceptance. Basic Life Support Transport Cost Recovery Fire Chief Vandver reported that due to the large number of transports per year it has become prudent to recover some of the costs of transportation. The high number of transports is due, in part, to the central location of Auburn Regional Medical Center. Councilmember Singer requested additional information and asked Chief Vandver to invite representatives from two ambulance companies to speak at the next Committee meeting. 2004 Fire Department Goals Fire Chief Vandver reviewed the Fire Department goals for the year which included: Replace two 1991 aid Units with two 2004 Aid Units. Implement Basic Life Support patient transport cost recovery program. Page 2 Municipal Services Minutes January 20, 2004 Work with neighboring fire districts to explore the annexation of Auburn Fire Department into a larger fire district. Adopt the Regional Hazard Mitigation Plan. Reorganize the fire mechanic,s position, working under the City of Auburn Maintenance & Operations Division. Implement and manage a fee schedule program with businesses within the City of Auburn that require an annual permit as outlined in the Uniform Fire code. Safe Speed Limits Police Chief Kelly explained why there were different speed limits within the areas. The State Department of Transportation establishes safe speed limits after considering road conditions, amount of traffic and other pertinent factors. The school speed zones are a concern as the speed limit is 20 miles an hour. The speed limit signs include the language when children are present. However, whether children are present or not, the school zone speed limit is 20 miles per hour. Chief recommended the signage be changed to conform to the law. The Committee members concurred and requested that the traffic engineering department be notified of the recommended sign changes. Fritz's Law/Proposed Ordinance Related to Dangerous Dogs City Attorney Heid explained that the state allows cities to prohibit "dangerous dogs." Dangerous Dogs could be ordered to be confined or muzzled. He stated that pit bulls only account for a few bites and a small percentage of the dog population. However they do cause an disproportionately high amount of damage and fatalities. He also explained that at the present time, the City is under contract with King County Animal Control for regulation and enforcement policies. Member Peloza asked for clarification of Section 6.35.020, paragraph 1. Citizen Fogarty, expressed her concern about owners relocating dangerous dogs and who would be responsible for tracking them. This ordinance would give the police department the authority and the responsibility to prosecute regardless of their location. City Attorney Heid will present the revised ordinance at the next meeting. VI. ADJOURNMENT: With no further public business the meeting adjourned at 6:20 P.M.
