CALL TO ORDER
Chair Gene Cerino called the meeting to order at 5:00 PM in Conference Room 3
located on the second floor of Auburn City Hall, 25 West Main Street, Auburn,
WA. Members included: Chair Gene Cerino, Member Bill Peloza and
Councilmember Sue Singer. Staff members present included: Mayor Pete Lewis,
Police Chief Jim Kelly, Assistant Police Chief Bob Lee, Fire Chief Russ Vandver,
Finance Director Shelley Coleman and City Attorney Dan Heid. Others in
attendance included: Stan Beeksma, Marilyn Beeksma, Stephanie Beeksma,
Dwight Baker, Jesse Pettiford, Gretchen Anderson, Glen Bui (American Canine
Foundation), Michelle Awis, Jay Aulie, Joe Scholz (Mayor of Algona), Robert
Whale (Auburn Reporter) and Ben Leifer (King County Animal Control).
AGENDA MODIFICATIONS
There were no agenda modifications.
CONSENT ITEMS
1. Minutes of the January 20, 2004 Municipal Services Committee meeting.
Councilmember Singer moved and Member Peloza seconded to approve the
Consent Agenda.
MOTION CARRIED UNANIMOUSLY. 3-0.
ORDINANCES AND RESOLUTIONS
There were no Ordinances or Resolutions for Committee Review.
INFORMATION/DISCUSSION ITEMS
2003 Auburn Police Department's Accomplishments & 2004 Goals
Police Chief Jim Kelly distributed a written report recapping the 2003 year-
end accomplishments for each division within the Police Department. He
also noted that they have developed a poster that highlights the Police
Department's Mission, Vision and Core Values that will be distributed and
posted in various places within City Hall and other facilities.
Councilmember Singer inquired about King County's Multi-Housing and if
these communities were included in the Police Department's 2004 goals.
Chief Kelly responded that they continue to maintain partnerships they
have already established and will also continue working with the City team

that focuses on these issues. However, there is not a specific goal within
the administrative services division but the officer does remain in the
position and will continue to work in this area.
Chair Cerino asked about police reporting and how citizens obtain
information on police activities. Chief Kelly advised the Committee that
every 24 hours there is a system privilege report that is placed in the front
lobby of the police station available for the media and public's review.
Motorized Scooters
Police Chief Kelly distributed the current Washington State Revised Code
of Washington (RCW) law and current legislation being introduced on
motorized scooters. Chair Cerino had requested the information due to the
fact that Council is receiving more and more complaints regarding the use
of these scooters. He thanked Chief Kelly for collecting the information.
Fire Station 31 Remodel
Finance Director Shelley Coleman reported on the progress of the remodel
of Station 31 that includes updating the training reom and front offices and
making restrooms ADA compliant, painting and installing new carpet. The
total cost for all the work is approximately $55,000.
The Fire department had $166,000 of residual budget in 2003 and Director
Coleman is recommending bringing forward $75,000 of the unused budget
to complete the work and do some other minor repairs as needed.
Approval by the Committee would be to authorize the work to be done and
be included in the first 2004 budget amendment. The Committee
recommended the work to be completed and the 2004 budget amendment.
Chair Cerino inquired about annexations or districting of the Fire
Departments. Fire Chief Russ Vandver indicated that they are in the very
preliminary stages of discussion with the City of Kent concerning the
possible merger with the fire districts. There was also a discussion on the
current levy the City receives and what the changes might be if the
departments were to district.
Fritz's Law/Proposed Ordinance Related to Dangerous Dogs
Chair Cerino addressed the citizens in attendance and reported that at this
time, the Committee is in no way prepared to come forth with an ordinance.
He noted that after the incident in Auburn occurred, we asked our City
Attorney to draft a dangerous dog ordinance so we could look at what the
language might entail. City Attorney Heid received ordinances from all
over the country, including Seattle and drafted an ordinance from these for
the Committee to use as a guide in studying this issue. Chair Cerino
clarified to the citizens that the Committee will not come forward with an
ordinance for the City of Auburn until they have received, examined and
studied all of these different ordinances whether it be labeling any breed,
breed specific or first bite free, all of these options are all on the table for

the Committee to review. He noted our concern is to come forth with an
ordinance that will allow citizens of Auburn to feel safe and have an agency
that they can go to provide them with the protection they want. There will
be future meetings and we will encourage public input before any ordinance
is adopted.
Member Peloza commented on the comparison chart drafted by City
Attorney Dan Heid and identified that of the twelve (12) cities studied,
seven (7) were non-specific and five (5) were specific. He stated that he
would favor a non-breed specific recommendation.
A citizen inquired whether there would be public testimony taken at the City
Council meeting tonight. Mayor Lewis responded that yes the public is
welcome to speak under the audience participation section on the City
Council Agenda.
