Minutes
CALL TO ORDER
Chair Gene Cerino called the meeting to order at 5:00 PM in Conference Room 3
located on the second floor of Auburn City Hall, 25 West Main Street, Auburn,
WA. Members included: Chair Gene Cerino, Vice Chair Rich Wagner and
Member Bill Peloza. Staff members present included: Mayor Pete Lewis, Police
Chief Jim Kelly, Assistant Police Chief Bob Lee, Fire Chief Russ Vandver,
Finance Director Shelley Coleman, Planning & Community Development Director
Paul Krauss, Economic Development Manager Al Hicks, Environmental
Protection Manager Eric Hagen and Administration Secretary Tamie Bothell.
AGENDA MODIFICATIONS
There were no agenda modifications.
CONSENT ITEMS
1. Minutes of the February 17, 2004 Municipal Services Committee meeting.
2. Project Number C203B
City Council to approve Final Pay Estimate No. 2 to Contract No. 03-12
with Elite Commercial Contracting and accept construction of Project No.
C203B, Auburn Station Commercial Improvements, Phase I1.
Planning and Community Development Director reported that the updated
financial spreadsheets would soon be available to the Committee. He
announced the two new leases at the station that include a hair salon and
Edward Jones Investment. Mr. Krauss will also have the projections for
the next ten years at an upcoming meeting.
Councilmember Wager moved and Member Peloza seconded to approve
the Consent Agenda.
MOTION CARRIED UNANIMOUSLY. 3-0.

B. Resolutions
1. Resolution No. 3690
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor to execute a Seattle-King County
Department of Public Health Memorandum of Understanding on the
Local Hazardous Waste Management Program for 2004 activities.
Councilmember Wagner moved and Member Peloza seconded to
recommend approval of Resolution No. 3690.
MOTION CARRIED UNANIMOUSLY. 3-0.
2. Resolution No. 3691
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the acceptance of grant funds in the amount of Fifty
Seven Thousand Seventy Two Dollars ($57,072) for the 2004-05
Waste Reduction and Recycling Grant Program, and authorizing
the Mayor and City Clerk to execute an interlocal agreement
between King County and the City of Auburn therefore.
Councilmember Wagner moved and Member Peloza seconded to
recommend approval of Resolution No. 3691.
MOTION CARRIED UNANIMOUSLY. 3-0.
V. INFORMATION/DISCUSSION ITEMS
2004 Fireworks Enforcement Plan
Police Chief Jim Kelly discussed the problem with the discharge of Class C
and other illegal explosives during the 4th of July holiday period. He
reported that sales and discharge of fireworks on the Reservation begin as
early as Memorial Day Weekend. Last year there were 476 calls for
service. A recent survey was conducted of citizens and a clear majority
favors a greatly restricted firework's discharge ordinance except on July 4
and/or New Year's Eve or a complete fireworks ban. Therefore there will
be a greater enforcement focus with 6 to 8 officers assigned specifically to
priority calls. Chief Kelly also reported that there would be officer training;
public education in newspapers and press releases and meetings with the
Muckleshoot Tribe's Fireworks Committee on the City's Ordinance.
Member Peloza complimented Chief Kelly on the Police Department's plan
and stated that the residents near Forest Ridge will really appreciate all the
efforts.

Jail Advisory Group (JAG) Interlocal Agreement with Yakima County
Chief Kelly reported on the current Interlocal Agreement with Yakima
County. There are currently 35 Cities under contract for beds at the
Yakima County. He explained that he has been working on this
agreement for over three years as part of an advisory group. He
discussed the proposed agreement that the cities are entering into,
however, until the City of Seattle signs as the number one user of the
Yakima jail space, Auburn will not sign. He noted that the 35 cities have
pledged to pay for an estimated 440 beds beginning 10/01/03. The cites
have agreed to individual obligations for a certain number of beds to "pool"
to assure optimal use and reduce the risk of paying for unused beds. He
also advised the Committee that the agreement will be in effect until 2010
and restated that this agreement is for information purposes only, until the
City of Seattle signs.
Chair Cerino questioned whether Yakima County was continuing with
plans to build a new facility. Finance Director Coleman responded that
the she and the Mayor are working with Yakima County on the financial
issues. She noted that Yakima County was issued permits for a 288-bed
facility at the Yakima fairgrounds.
Vice Chair Wagner questioned on page 21, Exhibit A, why Federal Way
with twice our population were only requesting 29 beds. Chief Kelly
responded by stating that Auburn has the largest number of length of stay
and largest number of people sent to jail within these cities.
Member Peloza questioned the financial part of the contract. He noted
that there are 440 beds in Yakima County, Auburn is currently only using
approximately 65 but we are obligated to 88.5 and questioned whether
Auburn is responsible for the difference? Chief Kelly replied that this is
part of the negotiation with the contract that we are challenging the
payment because we do not want to pay for beds we do not use. The
cities are working as a group with attorneys to get our obligation reduced
from 88.5 to 50 beds.
Chief Kelly stated that Auburn is using Yakima County to the fullest
capability and he will continue to keep the Committee updated during this
process.
Grant Application for Wellness Fitness Program
Fire Chief Russ Vandver stated that in 2001 the City partnered together
with the Fire Department to adopt the Wellness/Fitness Program
sponsored by the International Association of Fire Chiefs and the
International Association of Firefighters. He explained that firefighters are
required to go through physical assessments requiring nutritional
counseling and training to reduce injury. This program also provides
assistance to the firefighters program to apply for a $150,000 grant, which

supplements the program and provides assistance in purchasing the
physical equipment needed.
VI.
Smoke Detectors at Rio Verde
Fire Chief Russ Vandver reported that the Fire department has a 150
smoke alarms available to residents. They are currently working with the
homeowners at Rio Verde Mobile Park. Each year the department applies
for a grant and then focus on a new senior neighborhood to install smoke
detectors and educate the citizens on the use and safety of having one, as
well as offering other fire safety tips.
Acquisition of Kloppenbur.q Property
Environmental Protection Manger Eric Hagen reported that Richard
Kloppenburg contacted the City regarding two vacant parcels he owns that
are located south of 44th St NW, between SR 167 and the BNRR. There
are wetlands on-site and Mr. Kloppenburg has asked the City to provide
him with options for disposing of these properties. Mr. Hagen stated that
acquisition of these properties is beneficial to the City because they
contain sensitive wetland habitat and provide enhancement of the Mill
Creek corridor.
Planning and Community Development Director presented the three
options that were available to Mr. Kloppenburg: (1) Sell the properties to a
local developer who has a need for wetland mitigation in the area. (2) Sell
the properties to the City. (3) Donate the properties to the City and
receive tax benefits.
The Committee members were all in agreement that it would be
advantageous for the City to acquire this property for wetland and Mill
Creek enhancements. The Committee recommended an appraisal on the
entire property and obtain the sq. ft value for each.
