MUNICIPAL SERVICES COMMITTEE
April 4, 2005
Minutes
I. CALL TO ORDER
Chair Gene Cerino called the meeting to order at 5:00 PM in Conference Room
No.3, located on the second floor of Auburn City Hall, 25 W. Main Street,
Auburn, WA. Councilmembers included: Chair Gene Cerino, Vice Chair Bill
Peloza and Member Rich Wagner. Staff members present included: Mayor Pete
Lewis, Police Chief Jim Kelly, Police Inspectional Services Sgt. Greg Wood, Fire
Chief Russ Vandver, IS Director Lorrie Rempher, Planning Director Paul Krauss,
Public Works Director Dennis Dowdy, Development Services Coordinator Steve
Pilcher, City Attorney Dan Heid and Police Secretary Martha Larsen.
II. AGENDA MODIFICATIONS
There were no agenda modifications.
III. CONSENT ITEMS
A. Approval of Minutes
1. Minutes of the March 21, 2005 Municipal Services Committee
meeting.
Vice Chair Peloza moved and Member Wagner seconded to approve
the Consent Agenda.
MOTION CARRIED UNANIMOUSLY. 3-0
IV. ORDINANCES AND RESOLUTIONS
A. Ordinances
1. Ordinance No. 5906
An Ordinance of the City Council of the City of Auburn,
Washington, creating a new Chapter 8.18 of the Auburn City Code
relating to abandoned shopping carts.
Vice Chair Peloza noted that the disposal fee on the agenda bill
was incorrect, it should be $50 not $25. He also noted that
attachment RCW 9A.56.270 was missing. The definition of M & 0
had not been added to Section 8.18.010 of the ordinance but felt

that it was acceptable since Maintenance and Operations was
spelled out in Section 8.18.040. Member Wagner questioned the
notification process in the same Section. City Attorney Heid replied
that it was necessary legal language.
Vice Chair Peloza moved and Member Wagner seconded to
recommend approval of Ordinance No. 5906.
MOTION CARRIED UNANIMOUSLY. 3-0
2. Ordinance No. 5908
An Ordinance of the City Council of the City of Auburn,
Washington, amending Section 16.06.066 of the Auburn City Code
relating to environmental review categorical exemptions
Planning & Community Development Director Paul Krauss reported
that this ordinance would raise the SEPA Categorical Exemption
threshold levels to the highest rate. This action would allow staff to
focus their energy on completing reviews of the larger projects, in a
more timely fashion for quicker project permitting.
Member Wagner questioned the 30,000 square ft. permissible for
an agriculture building. He asked that it be amended to 10,000
square feet. The Committee concurred. Director Paul Krauss
reminded the Committee that even with the new rates builders
would still be subject to zoning ordinances, traffic laws and impact
fees.
Member Wagner moved and Chair Cerino concurred to recommend
approval of Ordinance No. 5908 as amended. (Vice Chair Peloza
was temporarily absent for the vote due to an urgent phone call and
later returned to the meeting).
MOTION CARRIED. 2-0
B. Resolutions
There were no Resolutions for the Committee to review.
V. INFORMATIONIDISCUSSION ITEMS
A. Police Department Justice Assistance Grant Application
Police Sgt. Greg Wood stated that since 1996 the City of Auburn has
received the Local Law Enforcement Block Grant and has utilized the
funds to support community policing efforts. The grant originally was for
$40,000 but has declined to $17,000 in recent years. The LLEBG
combined with Edward Byrne Memorial grant to form the Justice
Assistance Grant (JAG) in the amount of $40.402. With the 2005 JAG

award the following programs will be funded: Teen Late-Night Program,
Crime Prevention Block Watch Meetings, DUI Enforcement Patrols,
Racer Emphasis Patrols, Latino-Community Outreach Program and
Citizens Academy. Sgt. Wood requested a public hearing at the April
18, 2005 City Council Meeting per the requirements of the 2005 JAG
application. The Committee concurred that this was an excellent use
for OPM (Other People's Money) and agreed to the hearing.
B. School Zone Speed Limits
The Auburn School District would like to have the school speed limit
enforced at all times, 20 mph, 24/7. The RCW describes a school zone
area to be 300 feet on each side of the crosswalk to the school.
Recently a judge made a decision that the speed limit should be
enforced when children are present.
City Attorney Dan Heid advised the Committee that signs may describe
any time restriction the City chooses, whether it be when children are
present or actual clock times.
By Committee consensus, Attorney Heid will draft some options for the
Committee to review regarding the enforcement of the school zone
speed limits. Following the Committee's review, the suggested
language will be forwarded to the Municipal Court Judge Burns for his
review and/or comments.
C. Matrix Update
Items #7P, 8P, 9P, 10P: Parks Director Daryl Faber was not available
this evening and will attend the next meeting.
Item #1 P: Fire Chief Vandver reported there is a short list of three
architects and they will be conducting interviews with them soon.
Item #12P: Chief Kelly reported that Cmdr. Lathrop had testified at the
Transportation Committee. He asked for the report date to be changed
to May 2005.
VI. ADJOURNMENT~
With no further public business, the meeting adjourned at 5:45 P.M.
