MUNICIPAL SERVICES COMMITTEE
June 20, 2005
Minutes
I. CALL TO ORDER
Chair Gene Cerino called the meeting to order at 5:00 PM in Conference Room
No.3, located on the second floor of Auburn City Hall, 25 W. Main Street, Auburn,
WA. Council members included: Chair Gene Cerino, Vice Chair Bill Peloza and
Member Rich Wagner. Staff members present included: Mayor Pete Lewis,
Police Chief Jim Kelly, Assistant Police Chief Bob Lee, Assistant Fire Chief Mike
Gerber, Planning & Community Development Director Paul Krauss, City Attorney
Dan Heid, Finance Director Shelley Coleman, Parks and Recreation Director Daryl
Faber and Administrative Assistant Tamie Bothel!. Others in attendance included
King County Journal reporter Mike Arhibold.
II. AGENDA MODIFICATIONS
There were no agenda modifications.
III. CONSENT ITEMS
A. Approval of Minutes
1. Minutes of the June 6, 2005 Municipal Services Committee meeting.
Vice Chair Peloza moved and Member Wagner seconded to approve
the Consent Agenda.
MOTION CARRIED UNANIMOUSLY. 3-0
IV. ORDINANCES AND RESOLUTIONS
A. Ordinances
1. Ordinance No. 5919
An Ordinance of the City Council of the City of Aubum, Washington
creating a new Section 10.36.065 to the Auburn City Code relating to
leaving children unattended in a vehicle with keys in the ignition
Chair Cerino pointed out that page 2 of the ordinance still referenced
children under the age of twelve (12). The Committee asked that the
City Attorney make the necessary changes prior to the City Council
meeting.

Vice Chair Peloza moved and Member Wagner recommended
approval of Ordinance No. 5919 as amended.
2. Ordinance No. 5921
An Ordinance of the City Council of the City of Auburn, Washington,
amending Section 10.58.040 of the Auburn City Code relating to use
of skateboards, roller skates and coasters
The Committee recommended deleting the language "coasters"
referenced throughout the ordinance. They also recommended
adding a new Section C, to allow roller skates on pathways.
However, skateboards are prohibited unless it is designated as a
skateboard area.
It was determined that this ordinance had not gone through PCDC
committee. Therefore, the ordinance was pulled from moving
forward to City Council.
Vice Chair Peloza moved and Member Wagner recommended the
amended ordinance be forwarded to PC DC for their next meeting.
3. Ordinance No. 5923
An Ordinance of the City Council of the City of Aubum, Washington,
amending Auburn City Code Chapter 10.56, regarding the regulation
of bicycles in the City of Auburn
City Attorney Dan Heid will investigate the law for bicycles on
sidewalks in urban centers. He stated he would also obtain the law
and copy the entire City Council for clarity. The Committee reviewed
questions with regard to speed, extra passengers and infraction
costs.
It was determined that this ordinance had not gone through PC DC
committee. Therefore, the ordinance was pulled from moving
forward to City Council.
Vice Chair Peloza moved and Member Wagner recommended the
ordinance be forwarded to PCDC for their next meeting.
B. Resolutions
There were no Resolutions for the Committee's review.
V. INFORMATION/DISCUSSION ITEMS
A. Ambulance Service Contract Update
Assistant Fire Chief Mike Gerber announced that the RFP is with Joe
Beck in the City Attorney's office. They continue to work on several

policy changes but should have a final draft ready for review soon. At
which time, they will also present the draft to the providers with the
opportunity to review the contract for input as well. He noted that they
currently have three (3) interested parties. He reported that the target
date for implementation is at the end of the year.
B. Shopping Cart Ordinance Amendment Update
Chair Cerino reported that the City is working on adding a new section 5
under 8.18.040 of the current ordinance. This section will assist the
Maintenance and Operations staff in the administration of retrieved and
impounded carts. Chair Cerino will continue to report as this process
continues.
C. Airport Advisory Board City Code Update
Finance Director Shelley Coleman distributed a handout with requested
changes to Ordinance 2820, pertaining to the Airport Advisory Board.
Councilmember Peloza originally presented these changes. The
Committee concurred with the changes and recommended the City
Attorney to return with the proposed changes at the next meeting.
D. Municipal Services Committee Project Matrix
Item 3P, add the completion date of 12/05.
Item 12P, add the completion date of Oct/Nov 2005
VI. ADJOURNMENT:
With no further public business, the meeting adjourned at 6:14 p.m.
