Minutes
I. CALL TO ORDER
Vice Chairman Bill Peloza called the meeting to order at 5:00 p.m. in Conference
Room No. 3 located on the second floor of Auburn City Hall, 25 W. Main Street,
Auburn after Chairman Gene Cerino advised he would be late for the meeting.
Committee Members present included: Chair Cerino, Vice Chair Bill Peloza and
Councilmember Lynn Norman. Staff members present included: Chief of Police
Jim Kelly, Finance Director Shelley Coleman, Finance Planning Manager Karen
Jester, Asst. Finance Director Shawn Hunstock, Solid Waste Supervisor Sharon
Hlavka, Parks Director Daryl Faber, Human Resources Director Brenda Heineman,
and Mayor Pete Lewis. Also present was Nancy Wyatt from Auburn Area Chamber
of Commerce.
II. AGENDA MODIFICATIONS
There were no Agenda Modifications.
III. CONSENT ITEMS
A. Approval of Minutes
1. Minutes of the December 03, 2007 Municipal Services Committee
meeting.
Vice Chair asked that the `no discussion' be changed to `brief
discussion in items E and F.
Vice Chair Peloza moved and Member Norman seconded to approve
the minutes of the December 03, 2007 meeting as amended.
MOTION CARRIED UNANIMOUSLY. 2-0
B. Contract Administration
1. Parks Project No. CP0608A
City Council approve Change Order No. 5 to Contract with CP0608A
Earthwork-T.J. Sahli Construction for the Game Farm Park Soccer Field

IV. ORDINANCES AND RESOLUTIONS
A. Ordinances
Ordinance No. 6139
An Ordinance of the City Council of the City of Auburn, Washington
amending Chapter 8.08 of the Auburn City Code relating to solid waste
Finance Director Shelley Coleman advised that this was the increase in
fees by Allied Services for garbage pick up on Lea Hill. Vice Chair
Peloza started a discussion on the $0.13 difference in the fees for 10 and
20 gallon containers. It was suggested that the 10 gallon container be
deleted. Mayor Lewis advised. he would add a commentary to the
original contract that he would like to negotiate a greater differential rate.
Vice Chair Peloza moved and Member Norman seconded to approve
Ordinance No. 6139 with the Mayor's commentary added.
MOTION CARRIED UNANIMOUSLY, 3-0.
C. Resolutions
There were no resolutions for the Committee's consideration.
V. INFORMATION/DISCUSSION ITEMS
A. Ordinance No. 6144
An Ordinance of the City Council of the City of Auburn, Washington,
amending Ordinance No. 6066, the 2007-2008 Biennial Budget ordinance
as amended by Ordinance 6086, Ordinance No. 6092, Ordinance No. 6103,
Ordinance No. 6119, ordinance No. 6124, Ordinance No. 6127, Ordinance
No. 6128, Ordinance No. 6132 and Ordinance No. 6133 authorizing

amendment to the City of Auburn, 2007-2008 Budget as set forth in
Schedule "A"

C. Ordinance No. 6148
An Ordinance of the City Council of the City Of Auburn, Washington,
amending Section 18.45.090 of the Auburn City Code relating to lot
averaging in the LHRS zone.

D. Resolution No. 4273
A Resolution of the City Council of the City of Auburn, Washington,
approving the Collective Bargaining Agreement between the City of Auburn
and the Auburn Police Management Association for 2009-2010.
Director Heineman made corrections to erroneous numbers.
No discussion.
E. Resolution No. 4274
A Resolution of the City Council of the City of Auburn, Washington,
approving the Collective Bargaining Agreement between the City of Auburn
and the Auburn Police Guild Commissioned Unit for 2009-2010.
Director Heineman made minor corrections to dates and numbers.
No discussion.
F. Resolution No. 4275
A Resolution of the City Council of the City of Auburn, .Washington,
declaring certain items of Property as Surplus and Authorizing their disposal.
No discussion.

G. Resolution No. 4276
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn (City) and
Heartland LLC to perform consultant services regarding economic
development
Concerns about the lack of a "Not To Exceed" clause and deliverables were
discussed. Mayor Lewis advised a standing committee of Council would be
established to monitor the consultant services and ensure they submitted
regular bi-monthly reports.
H. Resolution No. 4277
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a contract with
Washington2 Advocates, LLC, for consulting services
Committee members felt that they were not receiving enough information
from the consultant. Mayor Lewis assured committee that they would
receive the 2006 report with the 2007 report.
I. Resolution No. 4278
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an agreement with
Thompson Smitch Consulting Group, Inc. to assist the City to secure water
rights form the Washington State Department of Ecology for the purposes of
the meeting the city's water needs.
Mayor Lewis advised the Council would have to go into Executive Session
to discuss Consultant Services.
J. Resolution No. 4279
A Resolution of the City Council of the City of Auburn, Washington ,
authorizing the mayor and City Clerk to execute an agreement for services
between the City of Auburn and the Auburn Area Chamber of Commerce to
operate a visitor information center and to provide services associated with
supporting the City's economic development efforts
Nancy Wyatt, President of the Auburn Area Chamber of Commerce, was
pleased with the successes of 2007 and her report detailed them. She
distributed the new tourism post cards.

Committee agreed that they support this Resolution.
L. Resolution No. 4283
A resolution of the City council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an agreement with Barnett
Schorr Architects for consulting services
Director Heineman advised that these services were for the alterations and
renovations of the Auburn Avenue Theater.
Committee agreed that they support this Resolution.
M. Waste Management Contract Amendment
Director Coleman explained that this is how garbage pick up services will be
delivered to the West Hill Annexation Area. Garbage service will not be
mandatory for 10 years according to city ordinance.
N. Items for Council Retreat
Chairman Gene Cerino presented his list of potential discussion items for
the Council Retreat to Mayor Lewis.
O. Matrix
16-P: Change review date to January, 2008.
8-G: Change review date to January, 2008.
1-I: Change title to "Complete Fire Capital Facilities Plan". Review date
will be Quarterly reports by Chair person.
2-I: Remove
VI. ADJOURNMENT
There being no further business to come before the Committee, the meeting
adjourned at 5:00 p.m.
