1. CALL TO ORDER
Chair Gene Cerino called the meeting to order at 3:30 PM in Conference Room
No. 3 located on the second floor of Auburn City Hall, 25 W. Main Street, Auburn.
Committee Members present included: Chair Gene Cerino, Vice Chair Bill
Peloza and Member Lynn Norman. Staff members present included: Mayor
Peter B. Lewis, Chief of Police Jim Kelly, Deputy Chief of Police Bob Lee,
Finance Director Shelley Coleman, Financial Planning Manager Karen Jester,
Assistant Finance Director Shawn Hunstock and Police Investigation Secretary
Kathy Divelbiss. Also present was Robert Whale from the Auburn Reporter.
II. AGENDA MODIFICATIONS
There were no Agenda Modifications for the Committee's consideration.
III. CONSENT ITEMS
A. Approval of Minutes
1. Minutes
The minutes of the March 10, 2008 Municipal Services Committee
meeting were reviewed.
Committee Members asked that the word excused be used when
Councilmember is absent from any future Municipal Services
Meeting.
Vice Chair Bill Peloza moved and Member Norman seconded to
approve the minutes of the March 10, 2008 meeting.
MOTION CARRIED UNANIMOUSLY. 3-0
B. Contract Administration
There were no Contracts for the Committee's consideration.
IV. ORDINANCES AND RESOLUTIONS

A. Ordinances
There were no Ordinances for the Committee's consideration.
B. Resolutions
Resolution No. 4332
A Resolution of the City Council of the City of Auburn, Washington,
declaring certain items of property as surplus and authorizing their
disposal
No discussion regarding Resolution No. 4332.
Vice Chair Peloza moved and Member Norman seconded to
approve Resolution No. 4332.
MOTION CARRIED UNANIMOUSLY. 3-0
V. INFORMATION/DISCUSSION ITEMS
A. Valley Communications Center (VCC) -1St Amendment to VCC
Interlocal Agreement
Chief of Police Jim Kelly reported that this is a proposed amendment to
the Valley Com Interlocal Agreement between the cities adding Valley
Regional Fire Authority as a full partner to Valley Com. Admin board of
Valley Com will need to act on this first and then it can go to the individual
Councils.
B. Ordinance No. 6170
An Ordinance of the City Council of the City of Auburn, Washington,
amending Chapter 3.40 of the Auburn City Code, and amending Sections
3.41.010, 3.84.040 and 3.88.040 of the Auburn City Code and creating a
new Chapter 3.42 of the Auburn City Code relating to the levy and
collection of utility taxes
Mayor Lewis explained that this Ordinance is for a bonding amount of up
to $25,000,000 for arterial streets based on the specific recommendation
of the task force on arterial streets made up of citizens, business' and
users of all types. Finance Director Shelley Coleman explained the
financial end of the bonding process to the Committee.
The Municipal Services Committee supports Ordinance No. 6170.

Mayor Lewis stated that the City is still asking the State for money to fix
truck routes. This Ordinance is to be used for arterial streets.
C. Interfund Loan
Finance Director Shelley Coleman reported that attached is Ordinance No.
4354 that shows that we have some grant funds. One example is a local
law enforcement block grant and after yearend they found out that they
needed to accrue some expenses back into last year and there is a
revenue receivable but it shows the cash as being in the deficit. This is a
Finance housekeeping issue.
New item discussed:
Vice Chair Bill Peloza had an email about a new program in the City of
Kent for a stolen car camera system that scans automobile license plates
and compares them against a state database of stolen cars. Chief of
Police Jim Kelly explained that it is a good camera system and Auburn is
currently looking at grant opportunities to cover the cost for this type of
system. There is a possibility that some grant funding will be available
later this year. Committee Members would like this item added to the
Matrix as an item of interest.
C. Matrix
20P - Animal Control. Chief of Police Jim Kelly handed out a report with
details about the six month review of animal control. Some of the
highlights on the report were in addition to calls for service prior to having
the enhanced service, the registration rate has increased from 3.2 to 5.6
on average per month for dangerous dogs. Officer Harris has
concentrated efforts on education, working with the City Parks Dept. in
regards to unleashed dogs running in parks. Officer Harris has focused a
considerable amount of time educating dog owners about the leash laws
and proper conduct in the parks with their dogs. He began discussions
with Muckleshoot tribal housing and their code enforcement efforts
towards dogs on tribal properties. King County continues to provide
service when Officer Harris is not scheduled to work. Officer Harris has a
very pleasant demeanor and fits our goal of education before
enforcement. Chief Kelly said that Animal Control Officer Harris is a
positive addition to the City of Auburn and his recommendation would be
to continue to evaluate this program for an additional six months and give
it a full year to see what the impacts have been. Generally speaking the
community response has been a positive one.
Councilmember's think this is a positive move for the City of Auburn.

10P - Red Light Photo Enforcement. Police Chief Jim Kelly handed
out a report for the first year and a half of operation of the program. The
bottom line impression of this program is that it is enhancing and
improving public safety in Auburn. Some of the highlights of the report
are:
• A reduction in the number of violations on average at the locations
that are covered with photo enforcement.
• Violation totals have decreased as the community becomes more
familiar with photo enforcement.
• The 4th and Auburn Way South intersection continues to be the
most violated red light.
• On average they are seeing a reduction in collisions and injury
collisions.
• Right angle collisions have been reduced.
• This does have an impact on the City's Municipal Court system.
• Auburn Police are continuing to work with the vendor and are
looking at additional school zone areas and intersections to
possibly install red light photo enforcement cameras.
