MINUTES
1. CALL TO ORDER, 3:30 PM, CONFERENCE ROOM NO. 3
Chairman Gene Cerino called the meeting to order at 3:30 p.m. in Conference
Room 3, located on the second floor of Auburn City Hall, 25 W. Main Street,
Auburn. Members present: Chairman Gene Cerino, Vice Chair Bill Peloza,
Member Lynn Norman. Staff present: Mayor Peter B. Lewis, Chief of Police Jim
Kelly, Assistant City Attorney Steve King, Risk Manager Rob Roscoe, HR
Project/Construction Manager Steve Burke, Police Secretary Kathy Emmert.
II. AGENDA MODIFICATIONS
The agenda was modified by rescheduling Information/Discussion Item A,
Recycling Report - Update. The new date for this information is September 8,
2008.
III. CONSENT ITEMS
A. Approval of Minutes
1. Minutes of the July 28, 2008, Municipal Services Committee
Meeting*
Vice Chair Peloza moved to approve the minutes of the July 28,
2008 meeting. Member Norman seconded.
MOTION CARRIED: 3-0
B. Contract Administration
Auburn Airport North Hangar Repair Project No. MS 0802*
(Burke)
Repairs to be made to the two northern most hangar buildings at
Auburn Airport. Project duration is 15 days. Recommend Council
award project to Chet Williams Construction, Inc. in the amount of
$54,173.55

Vice Chair Peloza moved to support the Finance Committee and to
forward Auburn Airport North Hangar Repair Project No. MS0802 to
the full Council with a recommendation to approve. Member
Norman seconded.
MOTION CARRIED: 3-0

A. Recycling Report - Update* (Coleman)

B Resolution No. 4390* (Heineman)
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and city clerk to execute a lease agreement
between the City of Auburn and Valley Regional fire Authority
(VRFA)
The committee will support the Finance Committee and recommend
approval to the full Council.
C. Resolution No. 4391* (Heineman)
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a lease agreement
between the City of Auburn and Valley Regional Fire Authority
(VRFA)
The committee will support the Finance Committee and recommend
approval to the full Council.
D. Matrix*
Item 8P - Golf Course Practice Net Report - Daryl Faber, Parks,
Arts and Recreation Director was on vacation and will provide a
written response prior to the next Municipal Services Committee
meeting on August 25, 2008. The item is adjusted to show a
review date of September 8, 2008.

Item 20P - Animal Control and Rescue - Police Chief Jim Kelly
advised the following:
• In the first year and a half of the Dangerous Dog Ordinance
(3-06-8/07) 59 dogs were registered. In the 11 months since
the enhanced animal control effort, 67 dogs were registered
averaging 6.1 registrations per month.
• The enhanced program is perceived as very positive. Only
two complaints have been received. One was unfounded
and the other related directly to the enforcement of the
Dangerous Dog Ordinance. There have been numerous
positive comments from appreciative citizens about the
service and, in particular, Officer Tom Harris and his ability
to problem solve and relate to citizens.
• During the 11 months of the contract, King County Animal
Control responded to an average of 58 calls per month. The
average amount of calls has been reducing due to the fact
there is a reduced presence of King County Animal Control
Officers in the field.
• Due to the enhanced services offered in Auburn, many of the
calls would not have been handled or would have had an
extended waiting period, possibly days.
Chief Kelly recommends continuing this program.
VI. ADJOURNMENT
The meeting adjourned at 4:05 p.m.
