CALL TO ORDER, 3:30 PM, CONFERENCE ROOM NO. 3 Chairman Gene Cerino called the meeting to order at 3:30 p.m. in Conference Room 3, located on the second floor of Auburn City Hall, 25 W. Main Street, Auburn, Washington. Members present: Chairman Gene Cerino, Vice Chair Bill Peloza, Member Lynn Norman. Staff Present: Mayor Peter B. Lewis, Chief of Police Jim Kelly, Parks Director Daryl Faber, Risk Manager Rob Roscoe and Police Secretary Kathy Emmert. Also present: Wayne Osborne, citizen. II. AGENDA MODIFICATIONS V. Information/Discussion Items, new item B, old B becomes C and the adjustments are reflected in the minutes below. III. CONSENT ITEMS A. Approval of Minutes 1. Minutes of the October 13, 2008, Municipal Services Committee Meeting Vice Chair Peloza moved to approve the minutes of the October 13, 2008 meeting. Member Norman seconded. Chair Cerino concurred. MOTION CARRIED: 3-0 IV. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance Number 6206* (Faber) An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 3.72.010, 3.72.020, 3.72.030 and 3.72.040 of the Auburn City Code relating to golf course fees and charges and establishing policies for operating the Auburn Golf Course Page 1 Municipal Services Minutes October 27, 2008 Vice Chair Peloza moved to forward Ordinance Number 6206 to the full Council as amended in Section 3A, adjusting language to exclude the restaurant and banquet facilities. Member Norman seconded. Chair Cerino concurred. MOTION CARRIED: 3-0 6. Resolutions There were no Resolutions for consideration. V. INFORMATION / DISCUSSION ITEMS A. Charge guards anti-idling for patrol cars Chief Kelly provided an update comparing snapshots of patrol vehicle statistics before and after the installation of charge guards. Twenty-eight patrol vehicles had charge guards installed at a cost of $2835.00. Comparing the 60 day snapshot prior to and post installation, there has been a reduction in fuel consumption of approximately 200 gallons. The average increase in miles per gallon is .5. B. Resolution Number 3809 (Roscoe) A resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and the City Clerk to execute a contract with Auburn Regional Medial Center, Inc. for sale of property and development of a parking facility The Committee voiced its support for this Resolution and will support it when it comes before the full Council. C. Matrix The Matrix will be adjusted as follows: 7P - Review date changed to January 2009 8P - Deleted 10P - Mayor Lewis commented that the City would need to re- evaluate its photo enforcement programs if Initiative 985 passes. 23P - Deleted 21 - Status adjusted to reflect ongoing quarterly reports VI.
