HomeMy WebLinkAbout03-04-2003AUBURN PARKS AND RECREATION BOARD MINUTES Tuesday, March 4, 2003 II. III. Call to Order The meeting was called to order by Vicki Gilthvedt. Those members present in addition to Dr. Gilthvedt were Roger Thordarson, Greg Clark, Jerry Butts, and Paul Wohlheuter. Pete Whittall and Bob Jones were absent. Also in attendance were Eagle Scout Larry Wellman, Minister Jerry Larson, and Landscape Architect Erik Sweet of David Evans and Associates. Staff present were Parks Planning and Development Manager Dan Scamporlina, and Parks Secretary Ann Fuqua. Minutes The minutes of the February 4, 2003 meeting were carried over to the April meeting as there was not a majority of the people who attended the February meeting in attendance tonight. Correspondence./Public Input Old Business mo Jerry_ Larson of His Ministry_ Mr. Larson thanked the Board for their generosity in allowing him to use the Veteran's Memorial Building to house his program to feed the homeless. He reported that he is still working with the Muckleshoot Tribe to find, and fund, a permanent shelter location. He is currently using the building on Mondays and Wednesdays at 2:00 p.m. and on Fridays from 6:00 - 7:30 p.m. They are providing between 400 - 500 meals a month, and have from 45-50 people each day. He noted that the diversity of the group is changing; they are seeing more families and those people who are under-employed. Mr. Butts commented that there was a problem in his neighborhood with a group of people who were camping out. They were felons and drug users, and were problematic to the police and the neighbors. He asked if Mr. Larson was working with felons, and if the City had noted any additional problems. Mr. Larson said that some of his people had arrest records, but felt that this program was beneficial to the community. Mr. Larson said that he was working to get people off the streets and not to enable them to continue as they were. Mr. Butts was concerned about the nearness to the high school. Mr. Wohlheuter expressed that he was also concerned when the original request was made by Mr. Larson. Mr. Wohlheuter moved to extend Mr. Larson's request for an additional three months. Mr. Thordarson seconded MOTION PASSED Mr. Butts asked that we invite the Assistant Police Chief to our next meeting and get a police perspective on this issue. New Business Ao Larry Wellman Eagle Scout Project Scout Larry Wellman said that he had talked to Steve Madsen and Mike Miller about an Eagle Scout project, and he proposed to scrape and paint the exterior of the Les Gove Multipurpose Building. The Department will provide the materials and Mr. Wellman will organize a labor party and do the painting. Mr. Butts moved to approve the project; seconded by Mr. Thordarson. MOTION PASSED Synthetic Turf Systems - Erik Sweet of David Evans and Associates Mr. Scamporlina introduced Landscape Architect Erik Sweet, who came to explain to the Board about artificial turf grass, and brought samples of the different materials used. Mr. Sweet explained that several cities and schools are going to artificial turf. Some groups are parmering to share the initial costs involved, which can run $500 - 700,000 and has a warranty for eight years. The artificial turf is environmentally sensitive; there is no need to water, fertilize, mow, etc. The cost to water and maintain is eliminated. Built on a crushed rock base, the product is made out of used tires, so it is recycling otherwise useless materials. Mr. Sweet noted that while the initial cost is high, the cost-per-use is lower than a natural field. A field made of natural material will stand up to about 100,000 uses; the artificial turf will get 250-300,000 uses yearly. Co 40-Acre Golf Course Property Mr. Faber will speak to this topic next month. IV. Ye Do Park Naming Committee Recommendation Mr. Scamporlina reported that the name "Sunset Park" was forwarded to the Planning and Community Development Committee and on to Council. The dedication of this park will be held on May 10th. Off-Leash Dog Park Funding Mr. Scamporlina reported that King County, Tukwila, Kent, and Auburn are working together to fund an off leash area. Director's Report Mr. Scamporlina thanked all of those who attended the opening of the Parks and Recreation Administration Building. We had a good turnout.
