I. Call to Order
The meeting was called to order by chairman Paul Wohlhueter. Those Board members present in
addition to Mr. Wohlhueter were Mike Hassen, Chris Burton, Julie Parascondola and Vicki Gilthvedt. Bob
Englehart was absent. Also in attendance was Arthur Seidel of Barghausen Engineers, Inc., Planning and
Development Manager Dan Scamporlina and Department Secretary Ann Fuqua.
II. Minutes
Minutes of the December meeting were corrected to show Vickie Gilthvedt present at that meeting.
III. Committee Input
Ms. pariscondola asked if there was any written direction of the role of the Parks and Recreation Board.
The policies will be brought to the next meeting for discussion.
IV. Correspondence/Public Input

V. Old Business
A. Locomotive Request-for-Proposal
A memo has been sent to the Mayor and brought before the Planning and Community
Development Board to proceed with requesting proposals to remove the locomotive from
Veterans Memorial Park. The disrepair of the engine continues and attempts to find ways to
repair it have proven cost prohibitive for the City. Several groups have indicated interest in
purchasing or taking the locomotive with the intent of refurbishing it and to either display it or
make it run again for educational purposes.
Staff requested direction from Council and, at their approval, Requests for Proposal have been
mailed to those entities who have indicated their interest. We will make the determination when
information is received back from the interested parties.
VI. New Business
A. Kersey III Plan
Art Seidel of Barghausen Engineers, consultants to the developers of the Kersey III project,
attended the meeting to discuss the plan recently submitted to Council. The developer's
commitment for his development was for 5.5 acres of developed parks; the initial concept
presented was for two areas, one on either side of the BPA power lines, and the area under the

lines developed into a trail. Council refused this concept because of the close proximity of all the
park areas to the power lines.
The current proposal is for 9.17 developed acres plus another 3.97 acres in Tract C, D, and R of
Division 1. They have designated a dollar figure of $850,000 for development of this property
into parks and trails for this neighborhood. Some of the amenities planned for this area are hard
surface walkways, landscaping, trees and benches connecting local residential streets; a
recreation area for younger children with a large piay structure, a small sports court and climbing
wall over a chipped surface pay area, with additional landscape, trees, hard surface walkways,
benches; on-street parallel parking in Tract Q; a 12-foot wide soft pathway looping through tracts
C, D, and R; and soft surface nature trails iooping though the forested tracts Band F park areas,
with covered gazebo, benches, picnic tables, and some hard surface walkways. While trails and
some areas will be under the power lines, additional areas of developed parks and trails are
located away from this structure. BPA has already issued the land use approval for the parks,
roads, and utilities proposed on this property. Plans incorporate trails and connections joining
the properties to Kersey Way SE and Evergreen Way SE as well as residential areas in the
development.
