The rescheduled meeting of the Planning and Community Development Committee was held June 7,
1996 in the Council Work Area. Those members in attendance were as follows:
MEMBERS PRESENT: Trish Borden, Rich Wagner and Sue Singer
STAFF PRESENT: Paul Krauss, Len Chapman, Josie Emmons, Mayor Booth, and Patti Zook
The meeting was called to order by Committee Chair Borden at 5:30 p.m.
1. Retired Senior Volunteer Proeram
Mr. Chapman presented information regarding this standard agreement which is approved each
year.
Councilmember Wagner made a motion, seconded by Councilmember Singer, to recommend
approval of the agreement. Councilmember Borden concurred.
2. Liquor License Applications for Home Plate Tavern and Emerald Downs Racetrack:
The Committee consented to one application for the tavern and two applications for the
racetrack.
3. Arts Commission Public Art Update
Ms. Emmons presented information on the philosophy and art work at Game Farm Park. She
presented a slide show depicting various art around the City such as the bicentennial art work on
a building wall; Isaac Evans Park art; City centennial bronze work at City Hall; art at Viewpoint
Park; Roegner Park art; and banners in downtown. She stated the Arts Commission developed a
public art book for public art philosophy. She presented information on the "B" Street art work;
the latest art work at Game Farm Park. She distributed a goals statement from the Art
Commission. Ms. Emmons provided information on potential art to be installed at entrances to
the City as important places worthy of recognition. She showed slides of these potential art work
areas such as bus shelters in town.
Councilmember Borden asked if Ms. Emmons would provide information on working with
artists and kids.
Ms. Emmons said the City could provide an artist residency program through schools, select
artist and work with kids on images.
Councilmember Wagner asked if one goal is to encourage collaboration between groups such as
those who worked on the railroad bridge.
Ms. Emmons indicated that the Arts Commission wants to do more collaborative types of
projects because that project was a big accomplishment.
Councilmember Wagner asked if the Arts Commission was thinking about art at the Library.
Ms. Emmons said they are developing ideas.

Mayor Booth asked if there was a State law to require public art in public places. Ms. Emmons
said it pertains to school districts. She indicated that King County has a public art ordinance.
Ms. Emmons distributed a proof of summer season performances. Ms. Emmons also provided
information on the Auburn Symphony.
With no further items to come before the Committee, the meeting was adjourned at 5:05 p.m.
