HomeMy WebLinkAbout04-28-1997MEMBERS PRESENT: STAFF PRESENT: ALSO PRESENT: MINUTES OF PLANNING AND COMMUNITY DEVELOPMENT COMMITTEE APRIL 28, 1997 '[~e regular meeting of the Planning and Community Development Committee was held April 28, 1997 in the ~ouncil Work Area. Those members in attendance were as follows: Trish Borden, Jeanne Barber, and Rich Wagner Paul Krauss, Dick Deal, Josie Emmons, and Patti Zook Mayor Booth; Ron Carson, Arts Commission The meeting was called to order by Committee Chair Borden at 7:30 p.m. 1. Resolution 2841 for ANX0003-97 - Fenster Property. Annexation Parks Director Deal presented information on the proposed annexation of 9 acres which would give the City control over the site. The property was purchased by the City in 1996 for park purposes. The site contains a barn which could be used; however, the very old home on the site cannot be used. Planning Department Director Krauss explained that the remaining .68 acres cannot be annexed because it is outside the City's Urban Growth Area. Councilmember Wagner asked how parking is being controlled on 4th Street. Parks Director Deal said signs are now in place which indicate no parking areas, access to the river, and that the property is park property. Parks Director Deal showed a map which depicted how the Fensters access their site, and explained the easement across the railroad tracks. He also spoke about other possible access areas for the site. Councilmember Wagner made a motion, seconded by Councilmember Barber, to recommend approval of Resolution 2841. Chairman Borden concurred. 2. Resolution 2840 - 15th Street NE Park & Ride Sculpture Ms. Emmons presented information on the artwork, "The Equine Amusement." She provided background information on the selection process. She then showed slides depicting the artist's previous work. She then distributed copies and read portions from the artist's leaflet. She presented a model of the proposed artwork and gave dimensions of the art. Mr. Carson, Arts Commission member, gave additional information on the piece. He described it as a whimsical piece. The artist has spoken with fabricators to ensure the sturdiness of the piece. Councilmember Wagner said that he likes the piece. Mayor said the art work is very appropriate for this location and ties into Emerald Downs. Ms. Emmons said the "Equine Amusement" should be installed before the end of the year. Mr. Carson described the art work as a "gateway" piece of art. The Arts Commission has looked at other major entrances to City and other sites that would be appropriate for art. Planning Department Director Krauss said he spoke previously with Ms. Emmons regarding the new transit station in downtown and a time frame for art work for this location. He anticipates a lot of public space there with high pedestrian traffic. Councilmember Wagner made a motion, seconded by Councilmember Barber, to recommend approval of Resolution 2841. Ci.ty Council Retreat: With no Mayor provided information on the facilitator, and a process to review the City's overall vision statement, mission, and goals. He will work with staffto develop objectives, and suggested involving the Department Directors this year. Councilmember Wagner said there should be ground rules for how the Department Directors are going to be involved because some City Councilmembers ask for too much detailed information. Chairman Borden said she received a letter from Councilmember Singer regarding the planning session. Councilmember Singer wants to discuss the process for bringing new ideas forward, wants time for open discussion on the Council's vision, and to review the car repair ordinance. Mayor said there is the possibility of developing a Committee to review the City's excess property issues, disposal and acquisition. Chairman Borden said she would like to discuss annexation issues. Planning Department Director Krauss said there will be a special study session on May 19th regarding annexation issues. Chairman Borden would also like to talk about programs that involve kids. Councilmember Wagner would like to discuss performance measures. further items to come before the Committee, the meeting was adjourned at 8:30 p.m. PCDC~MIN~4B-97 PAGE 2
