SEPTEMBER 8, 1997
'~he regular meeting of the Planning and Community Development Committee was held September 8, 1997 in the
Council Work Area. Those members in attendance were as follows:
MEMBERS PRESENT: Trish Borden, Jeanne Barber, and Rich Wagner
STAFF PRESENT: Paul Krauss, Bob Sokol, Betty Sanders, Bill Mandeville, Dick Deal, and Patti Zook
ALSO PRESENT: Mayor Booth, Pete Lewis
The meeting was called to order by Committee Chair Borden at 7:30 p.m.
1. WSC00026-97 - Finkbeiner Development
Senior Planner Sokol provided background information from the August 25 public hearing. The
Committee wanted staffto address two issues relating to the 5% assessment and the level of service
standard for parks. The Parks Departments feels the agreement for both land and improvements is in the
City's best. The Parks Department has determined that the easement can be used for a linear park.
Councilmember Wagner said that if the Parks Department is satisfied with the agreement, he supports it.
Chairman Borden asked about the status of the parks concurrency plan. Senior Planner Sokol explained
that the Parks Plan is going through the Planning Commission process now and that the Plan is considered
a Comprehensive Plan amendment. He expects the impact fee and concurrency management issue to go to
the Committee at its first meeting in October for discussion.
Councilmember Wagner made a motion, seconded by Councilmember Barber to recommend approval of
the development agreement. Chairman Borden concurred.
2. Neighborhood Family Center Contract
Associate Planner Mandeville presented the staffreport. This was discussed at the August 15 meeting. He
mentioned three items in the contract that were changed from the previous meeting.
Councilmember Wagner made a motion, seconded by Councilmember Barber, to recommend approval of
the contract. Chairman Borden concurred.
3. Ordinance 5015 - Washington State Arts Commission Grant
Parks and Recreation Director Deal presented the staffreport. The grant money will help to support
programs such as BRAVO!
Councilmember Wagner made a motion, seconded by Councilmember Barber, to recommend approval.
Chairman Borden concurred.
4. AmeriCorps Contract
Associate Planner Mandeville reminded the Committee that he has spoken previously about AmeriCorps.
He mentioned changes to the contract that were made based upon the previous discussions.
Counciimember Wagner made a motion, seconded by Councilmember Barber, to recommend approval of
the contract. Chairman Borden concurred.

City. Park Water Conservation Garden
Parks and Recreation Director Deal provided background information on this joint project with other City
departments. He mentioned upcoming dedications of park and storm water projects and invited the
Committee to attend. He spoke about the wildlife enhancement area at the previous maintenance
headquarters site. He also provided general information on the garden.
Associate Planner Sanders showed a drawing which depicted the garden. A grant was received from the
Department offish and Wildlife which helped with construction of the walking path and garden. She
pointed out the different areas of the garden and mentioned the different kinds of wildlife they attract. She
provided background information on the development of the garden. Staff worked with the water utility
division which needed a building in the area, and it was decided to design a front and back yard garden.
She spoke about using different types of paving materials, plants between the stepping stones, and also an
interpretive program with plaques.
Parks and Recreation Director Deal said the conservation garden will help to educate people on how a
water system works, where water comes from, and how it gets to homes.
Associate Planner Sanders informed the Committee about an upcoming water wise plant sale to be held at
Fred Meyer on Saturday from 10:00 until 3:00.
Councilmember Wagner asked about the amount of the grant which was received. Associate Planner
Sanders said the grant from the Department ofFish and Wildlife was approximately $15,000. Parks and
Recreation Director Deal said the water utility's contribution will be their charge to use the property.
Associate Planner Sanders said the schedule on well installation has changed a little and moved completion
of garden back a bit. Parks and Recreation Director Deal talked about high school horticulture students
preparing designs for the Park Avenue center island.
