Those members in attendance were as follows. MEMBERS PRESENT: Sue Singer, Stacey Brothem MEMBERS ABSENT: Trish Borden Brown Paul Kranss, Daryl Faber, Shirley Ah'd, David Osakl, Susan Sagawa, and Carolyn Tho meeting was called to ~rde/- by Sue Singer at 5:00 p.m. Counciimemher Jeauno Barber was unable to aaend as a t~pineement for Commltt~ Chair Borden. ..ACTION: The mimuns of the Ju~e * · IO meeting were approved as written. DISCUSSION: 1. Island Annexations Presentation by Shirley Aird, Planne~ Planner Aird st~!_~ that the City is proposing'to go forward with the annexations of several "islands" of land that is unincorporated King County. The City is anticipating a total cost of less the $10,000 for the election coq plus mailing co~ts and neighbor hood meetings. The time line includes a 45-day review period to the Boundary Review Board (BRB). Planning Director Kranss said tho Thomas Academy area hnd~ issues sometime ago, but the major issue was the design of 277a overpass and that has been resolved. One i~land m-ca, which is east of 'A' Street SE, has property owners that own live~ock (chlcJama, turkeys, etc.). Planning Director Kranas stated the City provides serviee~ but receives no taxes. The barnyard will be a non, conforming use. Tho area in question is not quite I0 acres, divided into seVera/parcels. Counciimember Brothers asked if it would remain R-2 zoning? Planner Aird answered y~. Counciimember Brothers asked if the mmexation would not impact the value? Planning Director Kranss stated that it shonldn't and *h~ it will not cost the landowners anything to annex. Planner Aird stated staff will bo prepared for public' ' inquiries. Counciimemher Singer asked if there has be~a aay ....... ume, mi the other areas on Lea Hill are awaiting financial feam'bility study. ~. 2002 Compmhe~ve Plan Amendment by .Community Davelolmaent Admini~or David Osaki The Comprehensive Plan Amendmant deadline for tho public to submit applications this year is July 3. Admlni~-ator Osaki will return to PCDC in two weeks to discuss initiated PCD amendmen~ ff so desired. Plann!,g Director Krauss stated that next year there would be a major rewrite of the Comprehensive Plan. Counciimember Singer would like to wait until 2003 to do a ~lean up of tho Comprehensive Plan. Planning Director Kranss stated Couacil Ired Poe hah some thoughts on how the Comprehensive Plan map should be d~sigued. He would like to follow property lines in showing the desi?~t~ areas. Councllmemher Brothers asked why the year 2004 is mandated for updating? Planning Director Kranss said the City adopted the curator Comprehensive Plan in 1994-i995 so has been 10 years and time to review. The approach involves trying to accomplish changes at one meeting. This way the community is vested. Councilmember Singers asked if the map change that has been discussed could wait until next year? Administrator Osaki will come back to the PCDC meeting in two weeks with more information. 3. · Proposed Artwork at The Transit P!n~,n presentation by Cultural Program Manager Susan Sagawa. Parks and Recreatiun Director Faber gave a background on the artist commissioned for work at the Transit Plaza. Artist Paul Sorey has placed att into common spaces like the Ballard locks~ and other places in Seattle. Cultural Program Manager Sagawa said the artist is proposing 15 life size characters at the transit station. She also said the layers will be about 2 inches thick stainless steel and ere "Plasma cut" with rounded edges. Councilmember Brothers asked if all the figures would be 6 feet tall? Manager Sagawa said if in real life the figure is that tall, then yes. Also, the artist walked around the station and plotted where he might place the figures. He will also work with the landscape architects to place the statues and that means having to wait until the plaza is finished. Planning Director Kranss said Thursday, June 27, the Mayor is scheduled to address the Sound Transit board and he will appeal to Sound Transit at that time, to let the contract. planning Director Krauss would like to see the p!s,n done and the bridge also at the same time. He i~. d. icate.d th,at .the entire cost overnm is the design of the bridge, which has incorporated specim mane tunuler steel and that had increased the cost. Parks and Recreation Director Fiber said about 10 figures will go in the PlaTa Planning Director Kra~ss would also like to see some on Main Street. Manager SagaWa said that yes some figures will be coming out from the corner by the coffee shop on Main Street. Of course all of this is still in the concept phase. Planning Director Krauss said they would also bo nice along the west side of the lracks along 'C' S~reet. Manager Sagawa said the contract is for $15,000 and that is the figures fabricated and installed. Also the artist has talked to different staff at the City and has tried for diversity not ethnicity. There has been discussion of some areas for the blind, disabled, et~. The forms will be counter sunk into the concrete instead of mounted on plates. Similar figures are at the RJC in Kent. Parks and Recreation Director Fiber hopes to come back in two weeks to PCDC with a signed contract and with more information about the artwork in general. Counciimembor Singer asked about the other projects on hold, especially the "'M" Street concept. Manager Sagawa said all the artists worked with the community. The artist chosen has worked with a design that is like children's buildin bloc ' · g ks that are stacked and the panels will be designed to reflect areas around the neighborhood. Manager Sagawa said the proposals have not gone to the neighborhoods as yet. Councilmember Singers asked if there has been any discussion with traffic staff regarding driver distraction beeau~ of the artwork. Manager Sagawa said the artwork would be on the right side of "M" Street by a hugo oak tre~. Adjourned @ 5:35. PAGE 2
