HomeMy WebLinkAbout07-28-2003MINUTES OF PLANNING AND COMMUNITY DEVELOPMENT COMMITTEE JULY 28, 2003 The regular meeting of the Planning and Community Development Committee was held July 28, 2003 in the Council Work Area. Those members in attendance were as follows: MEMBERS PRESENT: Sue Singer, Stacey Brothers and Nancy Backus STAFF PRESENT: Paul Krauss, David Osaki, Dan Heid The meeting was called to order by Committee Acting Chair Singer at 5:00 p.m. ACTION: 1. Approval of Minutes The July 14, 2003 minutes were approved. 2. Ordinance No. 5785 -Amend Chapter 14.18 of the Auburn City Code City Attorney Heid presented the staff report. Approval of development agreements would be through resolution instead of by ordinance. Resolutions are effective immediately upon passage and do not require publication. The City would save money because resolutions do not have to be published. Councilmember Singer likes the idea of cost savings. Councilmember Brothers made a motion, seconded by Councilmember Backus, to recommend approval. Councilmember Singer concurred. DISCUSSION: 1. 2003 Comprehensive Plan Amendments Community Development Administrator Osaki reviewed the proposed docket of amendments for 2003. He asked the Committee if there were any amendments that they wanted to propose. Councilmember Borden had an interest in a vegetation amendment and Councilmember Singer is interested in wetland mitigation. Councilmember Singer related a rumor about a soup kitchen being established behind the Denny's adjacent to Auburn Way/Highway 18. Planning and Community Development Director Krauss said that such a use is prohibited in downtown, but the Zoning Ordinance does not mention soup kitchens at all. Community Development Administrator Osaki does not believe that churches are permitted in the C-3 zone. Community Development Administrator Osaki reviewed requested changes requested by Children's Home Society and Thomas Academy. The Academy is experiencing financial difficulties and wants to sell the property. He provided information on the other requested changes. Planning and Community Development Director Krauss remarked that for CMP#4, the church wants to build residential and change the church use. Councilmember Singer heard that the church is looking for an area to place recently released people. Regarding CMP #7, Community Development Administrator Osaki said that Dieringer School District wants City sewer. In order to do this, the PAA must be amended. He spoke about the settlement agreement with Bonney Lake. Regarding CPM #8, Community Development Administrator Osaki said the change is to accommodate senior housing. For CPM #9, the watershed is currently in the City of Kent so it was never designated as single family on our map. PAGE 1 MINUTES OF PLANNING AND COMMUNITY DEVELOPMENT COMMITTEE JULY 28, 2003 For the policy/text amendments, Community Development Administrator Osaki announced that Auburn School District is requesting to increase the school impact fee. Mayor wants the School District to specify an actual amount of increase and the City decision will be based on that. Community Development Administrator Osaki remarked that there are City-owned parcels that are not designated as public and need to be changed. A series of color coded maps inventorying all City owned property is now available. A short discussion occurred concerning Olympic Court apartments and installing a fence adjacent to some vacant land. INFORMATION: 1. Correspondence to Edward Davis, City of Pacific Planning and Community Development Director Krauss said that the correspondence relates to Comprehensive Plan amendments that Pacific is proposing in case they get a Sound Transit station. Auburn sent a letter with comments. 2. Correspondence from Auburn School District No discussion on this item. OTHER BUSINESS: 1. Building Height A discussion occurred regarding building height. Amendments were made to the height requirements in the C-1 zone as this zone is commonly adjacent to residential. C-3 zone properties tend to be adjacent to multi-family or multi-story uses. Planning and Community Development Director Krauss mentioned that the proposed Multi Care building is five stories, but they are still waiting for response on their 'certificate of need' issue. 2. Residence at 12 R Street NE Mayor announced that the house was purchased by a group representing Oxford House to house residents receiving alcohol and drug treatment. The neighbors think there are covenants to prevent this. A stop work order was issued because work was being done without proper permits. He cautioned Committee that Oxford House has taken issues to the Supreme Court about siting in residential areas.
