HomeMy WebLinkAbout02-23-2004MINUTES OF PLANNING AND COMMUNITY DEVELOPMENT COMMITTEE FEBRUARY 23, 2004 The regular meeting of the Planning and Community Development Committee was held February 23, 2004 in the Council Chambers. Those members in attendance were as follows: MEMBERS PRESENT: Lynn Norman, Nancy Backus and Bill Peloza STAFF PRESENT: Paul Krauss, Jeff Dixon, Shirley Aird, Daryl Faber, and Patti Zook ALSO PRESENT: Mayor Lewis The meeting was called to order by Councilmember Norman. PUBLIC HEARING 1. WSC03-0016 - Geoff Swanson Planner Aird presented the staff report and provided background on the project. Councilmember Norman asked for clarification about the procedure for annexation as the property is not adjacent to City limits. Planner Aird spoke about the developer annexation agreement and the requirement that the developer and future owners not protest annexation. Applicant understands this is a no protest agreement. Councilmember Norman asked about major access to the development from 124th Avenue SE and Planner Aird said the requirement will be right in, right out only and 124th will be channelized to prevent left turns. The applicant located the driveway according to King County standards and the City prefers to move back the driveway to locate left hand turn lane. Staff is working with school district on traffic concerns on Lea Hill. The traffic studies under King County and City can comment on them, but King County will impose their requirements. It was moved and seconded to recommend approval. ACTION 1. Approval of Minutes of January 26 and February 9, 2004 Meetings It was moved and seconded that the January 26 and February 9 minutes be approved. 2. Resolution No. 3697 - Auburn Environmental Park Project Agreement Planning and Community Development Director Krauss referred to the contract with David Evans and Associates which Council recently approved. DEA is an excellent firm and will and help to develop the concept plan for the environmental park project to renovate and restore wetlands into this significant water area. Environmental Coalition of South Seattle (ECOSS) will work with the environmental community and potential funders for the project and will solicit and gather support and ease passage through the permitting process. They will work in support of DEA and City efforts. This contract is complimentary to the DEA contract and $25,000 will provide coordination with environmental groups and agencies. ECOSS staff is familiar to the City. Councilmember Peloza asked if there is a proposal dated later than August 12. There should be a revised proposal so there is no mystery where the tasks are. EH has spoken with the ECOSS Executive Director and this is the version received early on and staff didn't have a chance to update the dates. The time line is being worked out now and staff will come up with time line to compliment the feasibility study. The first proposal was before the selection of the environmental consultant and now that DEA is on contract, staff can get ECOSS going at the same time and bring forward as soon as possible. ECOSS and EH will revise the proposal to make current; the work tasks remain the same. Councilmember Peloza also asked for clarification of 'fully loaded' billing rates as the original proposal didn't have the cost breakdown. Councilmember Norman pointed out the proposal is not to exceed $25,000. It was moved and seconded to recommend approval. Resolution No. 3694 - Concession Agreement with Little League for Sunset Park Resolution No. 3695 - Concession Agreement with Little League for Brannan Park Resolution No. 3696 - Concession Agreement with Auburn Optimist Club for Game Farm Park Parks and Recreation Director Faber presented the staff reports and said the agreements are approved each year. Councilmember Backus believes this is a great opportunity for non profit agencies. Councilmember Norman wondered about other services groups and Parks and Recreation Director Faber said this could be done, but need to make sure there are no hard feelings. The Little League has done a good job. Mayor said this would be done only if the Committee told staff to open up the process so current users couldn't have the contract. Parks and Recreation Director Faber said that the Auburn Optimists may not desire to continue running the facility at Game Farm Park. He explained what happens if someone is not meeting the letter of the contract. He pointed out Health Department requirements in the contract. It was moved and seconded to approve the agreements. 6. Comprehensive Plan-Special Area Plan Funding Senior Planner Dixon distributed the agenda bill to the Committee. He said that the draft ElS was issued and funds are due to the consultant. Planning and Community Development Director Krauss provided background information. The City carried forward $25,000 in Planning's budget for special areas plans. The Robertson Properties/Northeast Auburn Special Plan is such plan. When the City contracted to do the ElS, City wanted to incorporate more land into the study area in addition to what Robertson owned and these funds were used to expand that effort. A three party contract is in place and fees are predicated on the City contributing $25,000 match the $300,000 from the developer. City Council approved the funds and work took over two place over two budget years. There was a failure to carry forward the budget authority and funds are owed by the City to the developer. The funds are not new money and was budgeted last year. Councilmember Backus made a motion, seconded by Councilmember Peloza, to recommend approval to the Finance Committee and Councilmember Norman concurred. DISCUSSION Ordinance No. 5831 - New Section 2.06.045 - Relating to City Council Committees of the Whole A brief discussion occurred. It was moved and seconded to recommend approval. 2. Joint Meeting Between Arts Commission and Planning and Community Development Committee Councilmember Norman mentioned this meeting is scheduled for March 2 at 1:00 pm.
