Minutes
I. CALL TO ORDER - CALL TO ORDER
Chair Lynn Norman called the meeting to order at 5:00 p.m. in the Council
Chambers located on the first floor of Auburn City Hall, 25 West Main Street,
Auburn, WA. Committee members present were: Councilmember Nancy
Backus. Councilmember Gene Cerino was excused and Councilmember Sue
Singer attended in his absence. Also present were Planning and Community
Development Director Paul Krauss, Community Development Administrator
David Osaki, Development Services Coordinator Steve Pilcher, Mayor Lewis,
Planning Secretary Carolyn Brown.
II. APPROVAL OF MINUTES
A. Minutes of the May 22, 2006 meeting. Member Backus moved to approve
the minutes as resubmitted via email. Member Singer seconded the
motion.
Motion approved unanimously. 3-0
III. ACTION
A. Resolution No. 4043 is an Amendment to King County Countywide Planning
Policies. - Community Development Administrator Osaki provided a brief
background. Mr. Osaki explained there would be very little impact on the City
of Auburn. The proposed amendments correct a mapping error related to the
PM of Tukwila and Kent and also designate South Lake Union in Seattle as
an urban center.
Member Singer moved that the Committee recommend City Council
approve Resolution No. 4043. Member Backus seconded.
Motion approved unanimously. 3-0
IV. DISCUSSION
A. Downtown Urban Center zone & design guidelines discussion was led by
Development Services Coordinator Pilcher. Mr. Pilcher noted the Committee
had last discussed this item at its second meeting in April. At that time, the
Committee asked for more information on what was planned for the residential
areas. Mr. Pilcher said the proposal is to apply the zoning district only to the
areas designated as "Downtown" on the Comprehensive Plan map. Staff is not
proposing to change the two residential areas located on the south side of Main

Street. Staff is addressing the West Auburn High School area as part of this
year's annual Comprehensive Plan amendment cycle. Mr. Pilcher discussed a
few minor adjustments to the zoning regulations, such as those activities/uses
that would require a conditional use permit. Mr. Pilcher also noted that the City
has had a request to allow a dog daycare at a site across the street from the
train station. He noted that this use might be a candidate for allowing only by
conditional use, as not all locations in the downtown would be satisfactory. The
Committee discussed the aspects of the business, such as if there would be a
play area outside or outdoor kennels and the noise standards. The business
could have a salon, a veterinarian, and possibly do training in smaller groups of
dogs.
Chair Norman stated the City wants to look at the big picture and to take the
recommendations of the consultant (Mark Hinshaw), which was to allow almost
all types of activities downtown. The Committee discussed working more on the
residential areas and not so much the commercial areas. The Committee
reviewed the limitations on page 4 of the guidelines.
Mr. Pilcher noted that staff is recommending the regulations should move
forward to the Planning Commission for Public Hearing. There was additional
discussion regarding the allowed uses in the downtown. The Committee also
discussed maintaining the C-2 zoning along West Main Street, while maintaining
the R-4 in the residential to the south. Planning and Community Development
Director Krauss brought up the idea of the proposed pedestrian bridge west
across the BNRR tracks and also across C Street SW. Sound Transit would like
to extend the proposed second parking garage west of the Railroad tracks along
C Street SW to the corner of Main Street.
Mayor Lewis stated the City does not to want to restrict retail in a condo but on
the other hand do not want to make retail a requirement in the area west of C
Street SW and south of Main Street. Mayor Lewis also stated that the incentives
the City is allowing for the downtown should be allowed in this new area.
The Committee discussed whether to adjust the percentage allowed for a
remodel before requiring compliance with the design standards, as this would
allow flexibility. Mr. Krauss added this would give people an incentive to
maintain their property. Mayor Lewis added in the designated urban center, the
City should have control of some modifications. The Committee discussed what
level of activities should be exempt.
After the discussion, Ms. Singer moved to change the wording in Chapter
18.29.020 on page 2 of 9 section C.2 to building and land. On page 2 of 9
section C.3, move the phrase "unless the Director determines compliance with
these standards would be unfeasible and/or unreasonable" to the end of the
sentence.

18.29.030 A. ,process the Committee asked to remove the line in the second
sentence that states the director will provide forms,.
The Committee discussed the word provided as used in Chapter 18.29.050
items E and J. Per the Legal Department, the word provided can interchange
with the word except. The Committee discussed established businesses that
could considering expanding and whether a conditional use permit could be used
for expansion. The Committee agreed to change the wording of the section to
not allow for any expansions.
Maximum Building Height on page 8 or 9 references back to the chart of bonus
options. The Committee agreed that a private entertainment facility should also
be considered as a feature that could allow increased building height.
Ms. Backus moved to forward to Planning Commission to conduct a Public
Hearing and render a recommendation. Ms. Singer seconded. Chair Norman
concurred.
B. Land Use Options for the West Auburn HS Neighborhood was presented
by Planning, Building and Community Director Paul Krauss.
Mr. Krauss said that the Planning Commission held public hearings on June 6,
that included the M-1 and M-2 district code amendments and the AEP Green
Zone districts code amendments and rezone. Mr. Krauss said there was good
attendance with timely questions. After the public hearings the Planning
Commission voted unanimously to recommend both items to the City Council.
The land use options for the West Auburn High School neighborhood was also
discussed at the open house held a week prior to the Planning Commissions
public Hearing. This area will be one of the 30 comprehensive plan changes
coming through this year. Mr. Krauss said the area is a mix of businesses and
residential uses and also includes the high school. Waste Management is also
in the area. C Street NW has a lot of warehouse and light industrial type uses.
Mr. Krauss said certain businesses further north on C Street NW are near an
arterial and the trucks leaving the businesses don't have to go through
residential neighborhoods. There is also an office furniture store near Main
Street and C Street.
The PCD Committee discussed the West Main Street rebuild, the AEP and
Interurban Trail on the west end of Main Street and the heavy industrial uses and
commercial sites in the area. Mr. Krauss added that 6th Street SW is the dividing
line for the current moratorium. A new boundary could be drawn slightly to the
south to distinguish between an area that should remain industrial and an area
that should be considered during the comprehensive plan amendment process
for a designation that provides for commercial/residential uses. The PCD
Committee agreed as to where the demarcation line should be.

Mr. Krauss said the staff recommendation is to continue the moratorium until the
comprehensive plan amendment process is over.
V. INFORMATION
A. PCDC Status Matrix
B. The A Street SE meeting is set for June 20, 2006 at Terminal Park. Staff
will provide copies of the letter the Council. The notice has been published on
the City's web site.
C. Planning Commission will attend the Planning and Community
Development Committee meeting on June 26,2006.
VI. OLD BUSINESS
A. Member Singer stated she has talked to a builder who works with green
zone construction. He would be able to discuss the incentives and would be
available to put on a presentation for the PCD.
VII. ADJOURNMENT
There being no further business to come before the Planning and Community
Development Committee, the meeting was adjourned at 6:20 p.m.
