CALL TO ORDER - 5:00 PM, COUNCIL CHAMBERS Chair Lynn Norman called the meeting to order at 5:00 p.m. in the Council Chambers • located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA. Committee members present were: Chair Lynn Norman and Member Wagner. Member Nancy Backus was excused. Staff members present included: Assistant Planning Director Kevin Snyder, Principal Planner Elizabeth Chamberlain, Principal Planner Jeff Dixon, Economic Development Planner AI Hicks, Public Works Director Dennis Dowdy, Assistant City Engineer Ingrid Gaub, City Attorney Dan Heid, and Planning Secretary Renee Tobias. Audience Members included: Wayne Osborne II. APPROVAL OF MINUTES The November 10, 2008 minutes were amended to read, "Mayor asked staff to speak to Fred Meyer about extending A Street NE to the parking lot" on item Healthcare District ° Overlay. Member Wagner moved to approve the November 10, 2008 minutes as amended, Chair Lynn Norman concurred. Minutes approved unanimously 2-0. I11. ACTION Resolution No. 4422 - Agreement AG-C-346 Sound View Consultants Principal Planner Jeff Dixon provided a brief history on wetland permitting and mitigation permitting for Mohawk Northern Plastics Co. and the association with consultants Grette and Associates. The biologist instrumental in negotiating with State and Federal agencies on the City's behalf is now with Soundview Consultants, LLC. The contract request is to extend services with Soundview Consultants, LLC. Member Wagner moved to recommend City Council adopt Resolution No. 4422; Chair Norman concurred. Motion was approved unanimously 2-0. Ordinance No. 6212 - 2008 Comprehensive Plan Amendments Principal Planner Elizabeth Chamberlain updated the Committee on the minor changes to the Plan. There were no questions or comments from the Committee. Member Wagner moved to recommend City Council approve Ordinance No. 6212; Chair Norman concurred. Planning and Community Development Committee Minutes November 24, 2008 Motion was approved unanimously 2-0. IV. DISCUSSION A. Council's Quasi-Judicial Role Committee reviewed the proposed Bi-Week/y Development Activity Status Report. The report will provide City Council the status of different development applications relative to the City's regulatory review mandates. The Committee discussed changes to the format of the Report. The capabilities of CRW to automate the Report were discussed. Staff will work with IS to determine how best to integrate with CRW and report back to the Mayor on options before implementing any reporting system. It was noted that if Council members wish to attend a Hearing Examiner meeting as an individual, they will need to notify the City Attorney to ensure proper public notification if a quorum of inembers occurs. B. Ordinance No. 6214 - School Impact Fees Update Senior Planner AI Hicks presented the agenda bill. After staff prepared the Committee information, a representative of the Dieringer School District Superintendant telephoned stating that they did not want an increase for 2009. Committee noted that it would appreciate a letter. Staff will attempt to procure a written response. C. 2009 Citizens Survey Committee agreed that the number of questions on the survey would not increase; any new questions will replace current ones. Committee reviewed suggested changes, which included separating Q11-2 into two questions and adding a question regarding neighborhood traffic calming devices. Committee will ask consultants to clarify what appear to be duplicate questions and the purpose of Question 6. Committee will continue to work on questions and will discuss at the December 8 meeting. Staff will invite Shelley Coleman to the December 15, 2008 meeting. V. INFORMATION A. Director's Official Decisions and Report • None. B. PCDC Status Matrix • There were no adjustments to the Matrix. C. Information • Member Wagner provided a copy of an email to Ron Harpel regarding the laminated aluminum wall cladding panels. • The Auburn Downtown Association has been invited to attend the December 9, 2008 Downtown Redevelopment Committee. Page 2 Planning and Community Development Committee Minutes November 24, 2008 • Mayor reported that speakers will be installed along Main Street and Christmas music will be played during the Santa parade. The music will be transmitted over the City's radio station. VI.
