MINUTES
I. CALL TO ORDER
Chair Sue Singer called the meting to ordßr at 5:00 p.m. in the Council
Chambers located on the first floor of Auburn City Hall, 25 West Main
Street, Auburn, WA. Committee members present were: Member Lynn
Norman, Member Nancy Backus; Also present were Planning and
Community Development Director Paul Krauss, Community Development
Administrator David Osaki, Parks and Recreation Director Daryl Faber,
and Planning Secretary Patricia Zook.
II. APPROVAL OF MINUTES
A. Minutes of the August 23, 2004 Meeting
The minutes were approved as mailed.
III. ACTION
A. Resolution No. 3759 - Agreement with Catalyst Travel for
Senior Center Program
Parks and Recreation Director Faber presented the staff report and said
this is a very popular program. Councilmember Norman made a motion,
seconded by Councilmember Backus, to recommend approval. Chair
Singer concurred.
IV. DISCUSSION
A. Off-Street Parking Surfacing Requirements for Single Family
Dwellings
Councilmember Norman inquired how the ordinance will be enforced.
Mayor said that the City would not make a systemic search and will go by
complaints received and in the field observations.

Community Development Administrator Osaki said Auburn's ordinance is
fairly basic, and spoke about limitations of what you can do. Last year
discussions touched on issues of screening and parking RVs in
backyards. Staff is taking fundamental items from SeaTac's ordinance.
He had conversations with SeaTac's planners and they had provision to
require neighbors' comment. However, Auburn thinks this is· too- time
consuming.

Community Development Administrator Osaki said that the parking needs
to be paved because gravel is difficult to maintain. Councilmember
Backus agreed that gravel parking is problematic.
Planning and Community Development Director Krauss then gave a brief
update on the Critical Areas Ordinance process which is before the
Planning Commission. Copies of the CAO were distributed to the
development sector and environmental sector. The State was late in
producing guidance documents. There is a December deadline to adopt
a new Critical Areas Ordinance. Staff is making the PCDC and Public
Works Committee aware of the likelihood that the process may go beyond
the deadline.
Councilmember Norman returned to the discussion about parking. She is
concerned about the number of low income houses in town and if they're
told they need to pave, then this could be a burden. Planning and
Community Development Director Krauss advised that parking is available
on the street. Many homes have street or alley parking. Discussion
occurred related to that when older homes were built, owners had one
car, and now homeowners have two cars. Some older homes don't have
garages and this may need to be taken into consideration.
Mayor pointed out that other jurisdictions have the same problem and
they've done something about it. Auburn has two code enforcement
officers and the point is whether or not Councilor this Committee thinks
this is the proper thing to do. Staff will enforce what Council passes. If
the Committee wants to make this a policy of the City, staff will carry it out.
Councilmember Norman made a motion, seconded by Councilmember
Backus, to forward the off-street parking surface requirements for single
family to the Planning Commission. Chair Singer concurred.
B. 2004 Comprehensive Plan Amendments
Community Development Administrator Osaki spoke about the upcoming
Comprehensive Plan amendment cycle. The Planning Commission public

hearing is October 5. There are fairly extensive updates to the text
portions of the Plan. He reviewed the docket summary. He spoke about
a recent Growth Management Hearings Board decision.
Community Development Administrator Osaki mentioned thé letter from
1000 Friends of Washington received in the spring about densities. -
Community Development Administrator Osaki provided information about
annexation and utility provision and a proposed new policy which
prompted a lengthy discussion. Community Development Administrator
Osaki reviewed the proposed map amendments and pointed out CPM6
which he distributed.
Planning and Community Development Director Krauss spoke about CPM
#6. He thinks there are some significant development potential in the
future for this particular site. The property is zoned M2, Heavy Industrial
which does not appear to be appropriate for property near downtown and
the mall. Staff is proposing a commercial designation.
Planning and Community Development Director Krauss talked about the
region serving area and that the City may want to consider developing a
new zoning district or revise the M1, Light Industrial to encourage
development other than warehouses. Committee agreed that there is
sufficient supply of warehouses in town. Staff may be able to provide
draft language at the next meeting.
Chair Singer complimented Community Development Administrator Osaki
on the changes.
C. King County Homeless Report
Planning and Community Development Director Krauss said that
everyone is aware of the tent cities on the East Side. King County
convened a task force to work on siting issues and recommended
procedures on how and where to site this use. Auburn has one site that
King County owns that was included in the list of potential sites, however,
this site appears to have wetlands. It appears that most of the
encampments are on church property. Some cities are looking at
ordinance amendments on how to regulate the camps.
D. Parks and Recreation Master Plan
Parks and Recreation Director Faber commented that the Plan was
distributed to the Committee about two weeks ago. He distributed

chapters 1 and 6. Staff is preparing the financial analysis of data. The
sections for arts and heritage are new. Staff has completed the
assessment of all 40 sites and is proposing an art replacement program.
The bocce courts opened and are proving very popular.
. V. INFORMATION
A. -- Status of Matrix of Projects
Chair Singer asked about the status of the project matrix list. Community
Development Administrator Osaki said he would draft out an example for
consideration. Parks and Recreation Director Faber met with staff on the
15th Street NW median and Peasley Canyon. Dan Scamporlina is working
with the gateway signs.
VI. ADJOURNMENT
There being n further business to come before the Planning and
Community Development Committee, the meeting was adjourned at 6:30
p.m.
