The regular meeting of the Planning Commission was held on Wednesday September 5, 2001 at 7:00 p.m. in the
Mayor's Office of the Auburn City Hall. Those in attendance were as follows:

The meeting was called to order by Chairman Dave Peace.

It was concurred by the Planning Commission that the minutes oftbe August 7, 2001 meeting be approved
mailed.
CALL FOR PUBLIC HEARINGi
It was moved by Commissioner Douglas and seconded by Commissioner DiTuri to call for an October 2, 2001
public hearing on the 2001 Comprehensive Plan amendments. Motion approved unanimously.
The September 5, 2001 meeting of the Planning Commission was adjourned at 7:08 pm. The Planning Commission
adjourned to a study session.
STUDY SESSION:
Comprehensive Water Plan:
Duane Huskey, Assistant Water Utility Engineer, addressed the Planning Commission about changes to the
proposed Comprehensive Water Plan made since the prior year. The Planning Commission was reminded that the
Comprehensive Water Plan was processed as a Comprehensive Plan amendment during the year 2000 annual plan
amendments, but was never adopted due to the need to address comments made by other agencies and interested
parties. Processing of the proposed Comprehensive Water Plan was therefore deferred to the 2001 plan
amendment process.
Assistant Water Utility Engineer Huskey generally discussed the revisions that had been made to the Water Plan
since the prior year. He presented the Planning Commission with all of the comment letters received to date on
the Comprehensive Water Plan. The comment letters were also accompanied by the City's responses to those
agencies/interested parties.
Many revisions were made in response to agency comments. Other changes were not made given that the
comments did not address planning issues typical to a Comprehensive Water Plan and need to be addressed in
another forum. Assistant Water Utility Engineer Huskey indicated that there may still be outstanding issues with
certain agencies, and that he would try and meet with them prior to the October 2, 2001 public hearing.
Other changes that have been made included, for instance, timing revisions to when certain projects are
programmed. Assistant Water Utility Engineer Huskey encouraged the Planning Commission to contact him
between now and the public hearing with any questions individual Planning Commissioners might have.
Comprehensive Sewer Plan:
Jeff Roscoe, Sanitary Sewer Engineer, provided the Planning Commission with a Chapter by Chapter summary of
the Comprehensive Sewer Plan. The Sewer Plan consists of the actual plan document along with a technical

appendices. Included in Sanitary Sewer Engineer Roscoe's discussion was a description of the City's sanitary
service area, planning considerations that went into the development of the sewer plan, a description of the existing
sanitary sewer system, and system analysis and recommendations. He also discussed plan recommendations, the
financial program, and provisions for operation and maintenance of the system.
Sanitary Sewer Engineer Roscoe noted that adjacent interested parties have been informed of the Draft Sewer Plan
and might comment at the public hearing. As with the Water Plan, he indicated that the Planning Commission
should feel free to ask any questions they may have to him between now and its October 2, 2001 public hearing.
