E'/ Âil~BRN ;7-- ~>'" WASHINGTON MINUTES OF THE PLANNING COMMISSION MEETING JULY 6, 2005 The regular meeting of the Planning Commission was held on July 6, 2005 at 7:00 p.m. in the Council Chambers of the Auburn City Hall. The regular meeting was preceded by a study session that began at 6:30 p.m. Those in attendance were as follows: MEMBERS: Ronald Douglass, Renee Larsen, Yvonne Ward, Kevin Chapman, and Judi Roland. The following members were absent: Dave Peace and Joan Mason STAFF: David Osaki, Community Development Administrator; Steve Piicher, Development Services Coordinator; Jeff Dixon, Senior Planner, Patricia look, Planning Secretary The meeting was called to order by Vice Chair Ward. DEVELOPMENT UPDATE Mr. Osaki provided information and an update on different residential developments in the City. Next month the Commission wiii talk about City initiated Comprehensive Plan amendments. Only two privately initiated amendments were filed. Commissioner Douglass requested that the Commission be kept up to date about any proposed density changes in the Lakeland Hiiis South PUD area. Mr. Pilcher described the Kersey 3 proposal and spoke about the completed EIS. Two separate owners are developing in conjunction with each other. The project wiii have 305 single family lots. He spoke about the proposed park amenities and the actual park placement is still being negotiated. He spoke about the required road improvements. He spoke about spin off development proposals from Kersey 3. Commissioner Douglass expressed concern about densities in the area and the change from R 1 to PUD. Mr. Pilcher clarified that the developer is not asking to change to moderate density; they are proposing a PUD for small lot sizes. The project still has to conform to the Comp Plan designation. The request will go through the Hearing Examiner and then to City Council. PUDs do allow flexibility. Commissioner Roiand said that a PUD is one way to use land for development when there is land that can't be developed due to topography, steep slopes or creek. Mr. Osaki provided information on the RiverSand project. REGULAR MEETING DISCUSSION . Development Update - Continued Information on meeting the requirements for a PUD were provided. Negotiations are involved that concern pedestrian amenities, open space, design of houses, park requirements. Mr. Osaki provided information on the Auburn 40 project. The City expects a much higher level of design in return for the higher density. Mr. Pilcher described the senior housing project Lea Hiii - Wesley Homes. This is a transitional living center with duplex and detached homes and an assisted living center. He then explained the Terrace View project. MINUTES OF THE PLANNING COMMISSION MEETING JULY 6,2005 Mr. Osaki mentioned the CamWest development that was approved five years ago to construct a preliminary plat and PUD, called RiverPointe. They are now constructing the roads and are close to submitting for final plat approval. Mr. Osaki provided information on a proposed 107 lot preliminary plat known as Jovita Heights by Cornerstone Development. The project is located generally located on the east side of 56th Avenue South between, approximately, South 336th Street to the north and Iowa Drive/South 348th Street to the south. The project is located adjacent to Federal Way's annexation area, access to the project is through unincorporated King County, in Federal Way's school district and adjacent to Algona. He spoke about coordination with the County on needed road improvements and concerns about access to Military Road. Mr. Osaki spoke about a Comp Plan amendment last year to change an area near Lakeland Hiiis South from single family residential to moderate density residential. There was opposition to the proposal at the Planning Commission public hearing. Part of the proposal was to be an expansion of the Lakeland PUD and Planning Commission recommended denial. The developer then met with the neighborhood and committed the northern area to be single family detached. City Council approved the request with the provision for the area of concern will be developed as single family only. Now the developer has to come in for a rezone. . 2005 Comprehensive Plan Amendments Mr. Osaki announced that only two privately initiated Comp Plan amendment applications were received for this year. One was filed by the Free Methodist Church, which owns a vacant parcel. The proposed change fits in with the surrounding properties and seems clear cut. The other is for the Lakeland South area because last year Council approved an expansion, The proposed change is from single family to moderate density. This property is not part of the Lakeland Hills South PUD. Mr. Osaki also confirmed that the City will have several City initiated amendment. Planning Commission had questions about development on A Street SE and staff provided information on projects. COMMUNITY DEVELOPMENT DEPARTMENT REPORT Mr. Osaki spoke about the Auburn Environmental Park open house held on June 16. The open house was very successful. The media also attended. The consultant report is being printed. The Audubon Society presented the City with a check for the project. On June 30, a neighborhood meeting was head for the East Main area. It was a great turn out with about 70 folks participating. It was a brainstorming session of residents' concerns and prioritizations. Issues included traffic, unkempt yards and streetlights. The EvergreenlTucci annexation in Pierce County was mentioned. The annexation was sent to the Pierce County Boundary Review Board for review. However, the Diereinger School District appealed the annexation to the BRB. Under State law in King County, cities have to update their shoreline master program by 2009. This will be a significant endeavor by staff and then the Commission to review. The City's shoreline program hasn't changed since 1972. There is very little industrial or commercial development along the rivers. The City has received a $100,000 grant from the Department of Ecology to prepare a new Shorelines Master Program. Because of the grant, though, the City must complete a new Shorelines Master Plan by mid- 2007. -2 - MINUTES OF THE PLANNING COMMISSION MEETING ADJOURNMENT With no further items to come before the Commission the meeting was adjourned at 8:00 pm.
