HomeMy WebLinkAbout08-02-2005 CITY OF ~r-~' WASHINGTON MINUTES OF THE PLANNING COMMISSION MEETING AUGUST 2, 2005 The regular meeting of the Planning Commission was held on August 2, 2005 at 7:00 p.m. in the Council Chambers of the Auburn City Hall. The regular meeting was preceded by a study session that began at 6:30 p.m. Those in attendance were as follows: MEMBERS: Dave Peace, Yvonne Ward, Kevin Chapman, Joan Mason and Judi Roland The following members were absent: Ronald Douglass and Renee Larsen STAFF: David Osaki, Community Development Administrator, Tiffin Goodman, Transportation Planner; and Patricia Zook. Planning Secretary The meeting was called to order by Chair Peace, STUDY SESSION . 2005 Comprehensive Plan Amendments ( Comprehensive Plan Map (CPMl Amendments Mr. Osaki spoke of the possibility of having the public hearing on the school districts' Capital Facilities Plans in September and possibly on the two privately-initiated map amendments. He mentioned the possibility of a special meeting in September to review the remaining proposed amendments. The public hearing in October would then focus on the City initiated amendments. He distributed the preliminary amendment docket. Mr. Osaki reviewed CPM #3 which encompasses publicly owned property and is wetland and open space. He reviewed CPM #4 which is a remnant of light industrial. He spoke of the reasons for having more retail in Auburn versus light industrial because of the streamlined sales tax. Mr. Osaki reviewed CPM #5 for the Auburn Environmental Park. He reviewed CPM #6. Public input at the AEP open house suggested having single family residential adjacent to the AEP. REGULAR MEETING @ 7:00 APPROVAL OF MINUTES . Minutes of June 7, 2005 and July 6,2005 Meetings Commissioner Roland made a motion, seconded by Commission Mason, to approve the minutes of both the June 7,2005 and Juiy 6,2005 meetings. The motion passed, PLANNING DEPARTMENT REPORT Mr. Osaki informed the Commission that City Council approved the Zoning Ordinance amendments related to off-street parking surfacing and added duplexes. MINUTES OF THE PLANNING COMMISSION MEETING AUGUST 2, 2005 DISCUSSION . 2005 Comprehensive Plan Amendments Comprehensive Plan Map (CPMl Amendments Mr. Osaki pointed out the Economic Development Brochure contained in the agenda packet. CPM #7, CPM #8, and CPM #9 were reviewed and are in same general area. The City is proposing a stronger emphasis on retail versus light manufacturing and warehousing. Auburn is concerned about the streamlined sales tax proposal. Chair Peace commented at the time of the SuperMall hearing, many people said to keep the light industrial designation adjacent to the mall. He believes that there is language in the Comprehensive Plan about no more commercial deveiopment in the area of the mall. Mr, Osaki referred to page 4 under Chapter 3, Land Use, which talks about development adjacent to the mall. Most of the mall property is now developed, but not all. The proposal is a change in the City's philosophy for development around the mall. Chair Peace offered that the mall was controversial and was actually proposed to be bigger than it is. People were concerned that the area around the mall would be developed and look like Southcenter. Mr. Osaki reviewed CPM #9 for the GSA property. CPM #10 was reviewed. Commissioner Chapman wondered about the Comprehensive Plan map change on West Main and said that it makes sense to have residential designations in downtown. Mr. Osaki said that Council had set deliberate boundaries for the area Commissioner Chapman was discussing. He said that the small scale industrial businesses in the area weren't supportive of the proposed change a few years ago. Mr. Osaki discussed the idea of a bridge over the BNRR yard from A Street SE to C Street. Ms. Goodman confirmed that the City has done modeling work for this concept. The Transportation Improvement Program (TIP) speaks to providing access across the rail yard which wouid be a benefit to traffic. The concept is to hookup to the SR 18 off ramp and cross the BNRR property. Such a bridge would be needed if the rail yard develops an intermodel yard. The idea will be placed in the traffic model program to get an idea of any traffic impacts. PolicvlT ext Amendments Mr. Osaki informed the Commission that the City limits could potentially extend to Tacoma Point and there will be proposed text changes for this. The EvergreenlTucci annexation was approved by Council on August 1 and will be effective in mid-August. Mr. Osaki remarked that the Planning and Community Development Committee wants to address zoning on A Street SE. The City plans to have a neighborhood meeting in the fall and see what the residents want. Mr. Osaki commented that the Federal Way Capital Facilities Plan (CFP) is new this year because of the Jovita Heights development. He said the City increased impact fees for the Auburn School District over a year ago. Because of annexations in south Auburn; the Dieringer School District realized that the impact fees collected haven't changed in years and now they have requested an adjustment. With the River Sand project coming on line soon, it is expected that the Kent School District will seek an increase in their impact fees. The impact fees are collected at the time of permitting. -2- MINUTES OF THE PLANNING COMMISSION MEETING AUGUST 2. 2005 Transportation Plan Ms. Goodman advised that the Transportation Plan is adopted as an element of the Comprehensive Plan. There have been minor policy updates every few years. The proposed changes this year are major. The Public Works Committee has been reviewing the changes and making recommendations. Ms. Goodman briefly explained the concept for the Non-Motorized Plan. The Hwy 164 bypass is not shown on the map because there are many options for this idea. Commissioner Roland expressed concern about the Green River Trail along SE 104'h This is a narrow winding road and is too dangerous to have a trail along side. In the summer many people park along the road to use the small beach and children walk along the road carrying rafts and tubes. Cars don't slow down on the road. Ms. Goodman will discuss this issue with Dan Scamporlina, Parks Development Manager. Discussion occurred on the City's commute trip reduction program which is mandated by the State for employers with more than 100 employees, Commissioner Ward suggested that the City look at all the options for the commute trip reduction program. Ms. Goodman offered to provide a matrix of the proposed changes to the Commission. Commissioner Ward inquired if the City reviews traffic studies submitted by developers. How does the City know the study is not tweaked by the developer. Ms. Goodman said the City has standards for the preparation of traffic analysis. The City reviews and calls them on it. The transportation planner and engineers review the studies and the City can accept the report or not. The City has its own traffic models.
