PLANNING COMMISSION MEETING
Tuesday, February 6, 2007 --- 7:00 P.M.

MINUTES
The regular meeting of the Auburn Planning Commission was held on Tuesday, February 6, 2007 at
7:00 p.m. in Room three of Auburn City Hall.
Those in attendance were as follows:
MEMBERS PRESENT: Chair Judi Roland, Vice Chair Kevin Chapman, Darci Bidman,
Dave Peace, Renee Larsen and Joan Mason
MEMBERS ABSENT: Peter Di Turi (excused)
STAFF PRESENT: Community Development Administrator David Osaki,
Environmental Protection Manager Aaron Nix, Senior Planner Jeff Dixon
and Planning Secretary Kirsten Reynolds.

CALL TO ORDER
Chair Judi Roland called the meeting to order at 7:10 p.m.
APPROVAL OF MINUTES
The Commissioners reviewed the minutes from the December 18, 2006 and the following meeting on
January 3, 2007.
Commissioner Bidman moved to approve the minutes from December 18th 2006 and January 3`d
2007 meetings as submitted, seconded by Commissioner Peace.
The motion passed unanimously 6-0.
PUBLIC COMMENT
Dave Peace spoke to an issue in his neighborhood regarding plat developers and silt fences.
The question was asked if the City can enforce the removal of silt fences and replacement of the
landscaping. Staff replied that there are both, city standards for temporary grading and erosion
control and plat conditions with the developers but it can sometimes take several years after the
completion of a project. Public Works typically ensures that silt fencing is removed. Staff agreed to

check with the city's public works inspection division on the typical practice for when silt fences are
removed.
PLANNING DEPARTMENT REPORT
Community Development Administrator David Osaki noted that because the Auburn Reporter is
published twice a week the news about new projects has been very current. Osaki also reported that
the Ace Project building permit plans have been resubmitted.
The Lea Hill and West Hill annexation borders were submitted to the King County Boundary Review
Board (BRB). This Board has the ability to modify any boundaries they see fit; they will be meeting
on March 6t" and possibly 7t" in the evening to discuss Auburn's Lea Hill application. The West Hill
annexation public outreach meeting is scheduled for March 20t" and 21St in the evening. If the
annexations are approved by the voters the Planning Commission will be asked to review zoning in
the new annexation areas later this year.
Staff informed the Commission about appeals on the Comprehensive Plan Amendments.

OTHER BUSINESS
Shoreline Master Program Update
Currently, the City has been relying on a Shoreline Master Program that is 33 years old. The City
applied for a Shoreline grant in 2005 and was awarded $150,000 from the Department of Ecology.
Staff provided the Commissioners copies of the draft, a matrix explaining the purpose of each
shoreline environment designation, the management policies and designation criteria. Auburn is
fortunate that the majority of the existing shorelines are not intensely developed and instead used as
open space. The area of shoreline jurisdiction is 200 feet beyond the Ordinary High Watermark, and
may extend beyond this to include the "flood way".
Discussion took place regarding how the regulations should look and how the resources will be
managed in the future. The requirements of the State shoreline law are very specific. Staff
contracted with a consultant who identified the locations of all the shorelines. A public hearing
will be mandatory in this process so staff and the Commissioners will need to be prepared; staff
recommended a couple of study sessions to review the materials together.
In efforts to simplify the classification system for the shoreline area, the city's previous four shoreline
environment designations have been condensed into three. There is already a great amount of
shoreline designated to public use. Maps and shoreline environment designations were provided
to the Commissioners.

Planning Commission Rules of Procedure
The revised Rules of Procedure document was reviewed and discussion took place about the
changes that were made. Some edits included, but not limited to, excused absences, voting,
conflict of interests and appearance of fairness. This overall document was cleaned up with
non-gender specific wording.
Commissioner Bidman moved that the Rules of Procedures be approved with the corrections,
seconded by Commissioner Peace.
The motion passed unanimously 6-0.
March 6, 2007 meeting
Regular meeting on March 6th with a work session on the Shoreline Master Program with the
assistance of Senior Planner Jeff Dixon and Environmental Protection Manager, Aaron Nix.
ADJOURNMENT
There being no further business, the Planning Commission adjourned at 8:55 p.m.
