PLANNING COMMISSION MEETING
Tuesday, March 6, 2007 --- 7:00 P.M.

MINUTES
The regular meeting of the Auburn Planning Commission was held on Tuesday, March 6, 2007 at 7:00 p.m. in
the Council Chambers of Auburn City Hall.
Those in attendance were as follows:
MEMBERS PRESENT: Chair Judi Roland, Vice Chair Kevin Chapman, Peter Di Turi, Dave Peace,
Renee Larsen and Joan Mason
MEMBERS ABSENT: Darci Bidman (Excused)
STAFF PRESENT: Environmental Protection Planner Aaron Nix, Senior Planner Jeff Dixon and
Planning Secretary Kirsten Reynolds.
REGULAR MEETING:
CALL TO ORDER
Chair Judi Roland called the meeting to order at 7:00 p.m.
APPROVAL OF MINUTES
• The Commissioners reviewed the minutes from the February 6, 2007 meeting.
Commissioner Mason moved to approve the minutes from February 6, 2007.Commissioner Peace
seconded the motion.
The motion passed unanimously 6-0.
PUBLIC COMMENT
None
PLANNING DEPARTMENT REPORT
Staff informed the Commission of new proposed development on the corner of 2"d and A Street S.E. There is
a conditional use permit (CUP) pending for Washington Federal Savings Bank, a new 2,300 sq. ft. building.
The CUP is being applied for since a drive thru is required by the vested, C2 zoning, otherwise a CUP is not
required under the current Downtown Urban Center zoning.

Shoreline Master Program -Environmental Protection Manager Aaron Nix and Senior Planner Jeff
PLANNING COMMISSION MEETING MINUTES March 6, 2007
Dixon talked with the Commission about the Shoreline Master Program (SMP) update process. The total grant
funding provided by the State is $150,000 to prepare and adopt a new master program. The deadline to
provide the final version is June 30' 2007. The proposed Shoreline Master Program Update schedule was
agreed upon by the Commission and is as follows:
• February -The SMP document has been sent to CTED for a 60-day review.
• March - SEPA to be issued, a Planning Commission work session and on March 27th the City is
planning to host an open house.
• April 3, 2007 -Planning Commission to hold a Public Hearing.
• April 9, 2007 -PCDC to discuss and a recommendation by
• April 23, 2007 -PCDC and Public Works Committee recommendation to full City Council
• May - if necessary PCDC and PW will review a second time and send it on to the City Council
on the 21St
• June 30, 2007 -SMP must be sent of the Department of Ecology
Discussion on the City Open House took place. An announcement will be sent to the public via the City
website, in the Auburn Reporter and individual mailings will be sent to the public. The Commissioners were
invited to attend on March 27th
Staff talked about the Citizen Advisory Committee that reviewed the SMP. The Committee involved the
following: Commissioner Roland, former Councilmember Poe, Mark Hancock from Segale Properties and Julie
Herren, Citizen, Don Payne, Green River Steelheaders, Terry Bonini, Green River Steelheaders
The draft Shoreline Master Program (SMP) was reviewed and changes purposed regarding the allowances of
commercial development.
Commissioner Di Turi asked about the Ordinary High Water Mark. The Ordinary High Water Mark (OHWM)
was defined regarding the floodway and floodplain as the physical mark indicated by frequent and typical high
water levels. Staff reported that the SMP consultant broke the areas up so the reaches were mostly based on
distance; they did look at the vegetation and the existing uses to determine. Discussion around buffers and the
existing land uses and zoning took place. Other questions and discussions revolved around pipelines being
allowed to run along or under the rivers, waste water treatment plants, levees and dikes impacting upstream
flood control, mining of surrounding resources and adverse impacts on the shoreline from log jams (the
document read that log jams should be left in the river unless there is a clearly defined safety issue at hand).
All of the surrounding valley jurisdictions have to and will be addressing their shorelines via the SMP update
process. The State has said that all Cities encompassing a shoreline will have to have an adopted SMP that is
consistent with the recently revised state guidelines. Aaron Nix reviewed a couple large scale maps for the
Commissioners laying out the current shoreline environment designations and purposed new designations,
which were: "Natural", "Shoreline Residential" and "Urban".
The next Planning Commission meeting is Tuesday April 3rd in the Council Chambers. It will be a Public
Hearing on the SMP. Before that will be an open house on March 27th. The Commission asked for a copy of
the SMP without strikethroughs or edits so they will have the same version as the public during the open house
and public hearing. The document may continue to be updated as public comments are received, if so, staff
will ensure an updated document will be sent to the Commissioners in advance of the hearing. The
Commissioners asked staff if there were any anticipated controversial issues in the community that they have
been made aware of. Staff responded that historically there have been issues with residential boundary lines
and use by fishermen. The only new. anticipated issues that could arise would deal with non-conforming uses.
A goal of the State and City is to increase the public access to the shorelines and rivers for all citizens to use.
In closing, staff feels that this document has been extensively reviewed and planned out.
