AUBURN CITY HALL COUNCIL CHAMBERS 25 WEST MAIN STREET MINUTES The regular meeting of the Auburn Planning Commission was held on Tuesday, July 10, 2007 at 7:00 p.m. in the Council Chambers of Auburn City Hall. Those in attendance were as follows: MEMBERS PRESENT: Chair Judi Roland, Vice Chair Kevin Chapman, Renee Larsen, Joan Mason, Dave Peace, Darci Bidman and Peter Di Turi STAFF PRESENT: Interim Director, Planning, Building and Community Department David Osaki, Senior Planner Andy Sheridan and Planning Secretary Kirsten Reynolds REGULAR MEETING: CALL TO ORDER Chair Judi Roland called the meeting to order at 7:00 p.m. APPROVAL OF MINUTES • The Commissioners reviewed the minutes from the June 5, 2007 meeting. Commissioner Peace moved to approve the minutes from the June 5, 2007 meeting; Commissioner Chapman seconded the motion. The motion passed unanimously 5-0 and the minutes were adopted as presented. PUBLIC COMMENT None PUBLIC HEARINGS None OTHER BUSINESS • 2007 Docket of Comprehensive Plan Amendment Applications Senior Planner Andy Sheridan reviewed the applications and process that will be occurring for the received applications. The City received two privately initiated Comprehensive Plan amendments. PLANNING COMMISSION MEETING MINUTES June 5, 2007 The first request received was from Auburn Forest Estates, to change the land use designation from Rural Residential to Single Family Residential on 17.96+ acres, located at 2901, 2909 and 3001 57t" Street SE. The second request received was from Investco Financial Corporation to change four parcels from Single Family Residential to Light Commercial, located at 1406 167t" Avenue East. The four parcels will be added to the Lakeland Hills South PUD. The Development Agreement amendment will be reviewed by the City Council. Commissioner Peace and Bidman arrived at this point in the meeting agenda. Mr. Sheridan concluded his presentation and asked if there were any questions. Commissioner Peace inquired if any residential properties were located near the second application; Mr. Sheridan confirmed there are residential land uses in that area. Commissioner Chapman asked staff to provide a topographical map of the surrounding parcels at the next meeting. Commissioner Larsen asked if there were any site plans yet submitted. Staff confirmed that there has not been any site plans turned in at this time. Joint Meeting with Planning and Community Development committee follow up Interim Director, Planning, Building and Community Department David Osaki asked the Commission to confirm their preference to meet with the joint meeting with the Planning and Community Development (PCD) committee. The Commissioners were in agreement that July 25t" would be the best date for everyone to attend. Mr. Osaki informed the Commission that the City Attorney will be attending the meeting. Mr. Osaki reviewed the Planning, Building and Community Department's activities on the PCD Committee matrix. The discussion topics included: Wetland Mitigation Code Amendment, Neighborhood Grant Program, the Auburn Environmental Park, Shoreline Master Program, Environmental District /Green Zone Consultant Plan, Code Enforcement, an Overall Code Update, Off-Street Parking Standards and the Downtown Plaza /Sidewalk Design. Mr. Osaki explained the other sections on the matrix include the Parks, Arts and Recreation Department and Economic Development. The Planning Commission's Work Program was reviewed. David Osaki commented that the Commission is doing well. Commissioner Mason asked staff to give an update on the activity happening with the Utility Vault and explain why it was originally taken off the table during last year's Comprehensive Plan amendments. PLANNING DEPARTMENT REPORT David Osaki discussed the annexation meetings going on. In response to requests from the public for information, the City of Auburn scheduled two community informational meetings for residents of the Lea Hill and two community informational meetings in the West Hill Potential Annexation Areas (PAA). Two meetings already took place on June 28, 2007 and June 30, 2007. The remainder two meetings are scheduled on: Tuesday, July 17, 6:30 p.m. PLANNING COMMISSION MEETING MINUTES June 5, 2007 and Saturday, July 21, 9:30 a.m. At the Lea Hill meetings there was a strong theme around traffic. The West Hill inquiries showed more interest in general City services. Mr. Osaki shared that the Planning Short Course has been re-scheduled for August 16, 2007 at the Auburn Senior Center, starting at 6:30 p.m. OTHER BUSINESS • Electronic Message Board Signs David Osaki updated the Commission on the process that has taken place since the Planning Commission's public hearing in May. A short video was played that included examples of electronic signs in the area and discussed key points such as swirling/twirling and blinking backgrounds, mobile text, blinking and/or chasing boarders. Mr. Osaki estimated the next steps for this topic will be to come back to the Planning Commission in September. ADJOURNMENT There being no further business, the Planning Commission adjourned at 8:17 p.m. 4
