The meeting was called to order at 5:30 p.m. Those in attendance
were Mayor Booth, Committee Chairman Rich Wagner,
Council/Committee member Pat Burns, and Council/Committee member
Don Kurle. Staff in attendance were Assistant Public Works
Director Alice I. Conrad, City Engineer Dennis Dowdy, Acting
Utilities Engineer Tim Carlaw, and Utility Planning Engineer Nass
Diallo. Guest in attendance was John Raeder of the Chamber of
Commerce.
ISSUES
A. RESOLUTION NO. 2492 - AUTHORIZES THE MAYOR AND CITY
CLERK TO EXECUTE A TURNBACK AGREEMENT AND ADDENDUM
BETWEEN THE CITY AND THE STATE OF WASHINGTON DEPARTMENT
OF TRANSPORTATION
City Engineer Dennis Dowdy presented Resolution No.
2492 to the Council members. Being satisfied with the
explanation, Council/Committee member Don Kurle made
the motion to recommend approval, seconded by Committee
Chairman Rich Wagner.
B. ORDINANCE NO. 4659 - ACQUISITION OF CERTAIN PROPERTY BY
EMINENT DOMAIN, AUTHORIZING THE CITY ATTORNEY TO
PREPARE A PETITION FOR CONDEMNATION FOR SUCH PROPERTY
AND PROPERTY RIGHTS FOR ROADWAY PURPOSES
Assistant Public Works Director Alice I. Conrad
presented Ordinance No. 4659 and explained in detail
the preparation and time factor involved in
condemnations. City Engineer Dennis Dowdy presented
maps for review of proposed condemnation.
Council/Committee member Don Kurle made the motion to
recommend approval, seconded by Committee Chairman Rich
Wagner.
CONSENT
A. UTILITY BILL ADJUSTMENT ON ACCOUNT #2.42.2490 IN THE
AMOUNT OF ONE THOUSAND FIVE HUNDRED FIFTY-SIX DOLLARS
AND TWENTY-FIVE CENTS ($1,556.25) TO SPAID UNIQUE
MANOR, ACCOD~FT #2.23,027~ IN THE AMOUNT OF ONE THOUSAND
THREE HUNDRED NINETY-SIX DOLLARS AND EIGHTY-NINE CENTS
($1,396.89) TO KAREN DOANE, ACCOD'NT #1.43.0510 IN THE
AMOUNT OF THREE HUNDREDTWENTY-THREE DOLLARS AND
TWENTY-EIGHT CENTS ($323.28) TO JESSIE'S DISCOUNT

B. UTILITY BILL ADJUSTMENT ON ACCOUNT #3.49.1770 IN THE
AMOUNT OF FOUR HUNDRED SIXTY-FIVE DOLLARS AND SIXTY-
THREE CENTS ($465.63) TO JOSEPH STONE
The Committee recommended approval of Consent items A
and B to the Council at their March 7, 1994 meeting.
INFORMATION OR DISCUSSION
A. COMPREHENSIVE WATER PLAN
Acting Utilities Engineer Tim Carlaw introduced the
Utility Planning Engineer Nass Diallo, who explained
the preparation of the Comprehensive Water Plan.
ADJOURN
There being no further business to come before the Council, the
meeting was adjourned at 6:30 p.m.
