The meeting was called to order at 5:40 p.m. Those in attendance
were Mayor Booth, Committee Chairman Rich Wagner,
Council/Committee member Pat Burns. Staff in attendance were
Public Works Director Frank A. Currie, Assistant Public Works
Director Alice I. Conrad, City Engineer Dennis Dowdy, and Water
Quality Compliance Officer Chris Thorn. Guests in attendance
were Mark B. Hancock of The Hapsmith Company and Steve Tiller
from Department of Ecology.
ISSUES
A. RESOLUTION NO. 2496 - STREET VACATION V-06-93 - CALLING
FOR A PUBLIC HEARING ON THE PETITION FOR VACATION OF A
PORTION OF INDUSTRY DRIVE S.W. LOCATED NORTH OF 15TH
STREET S.W.
B. RESOLUTION NO. 2497 - STREET VACATION V-04-93 - CALLING
FOR A PUBLIC HEARING ON THE PETITION FOR VACATION OF A
PORTION OF 'O' STREET S.W. LOCATED NORTH OF 15TH STREET
S.W.
C. RESOLUTION NO. 2498 - STREET VACATION V-02-94 - CALLING
FOR A PUBLIC HEARING ON THE PETITION FOR VACATION OF A
NORTHERN PORTION OF 15TH STREET S.W., BETWEEN '0'
STREET S.W. AND INDUSTRY DRIVE S.W.
City Engineer Dennis Dowdy presented maps and explained
Resolutions 2496, 2497 and 2498 pertaining to the
Supermall. A general discussion was held.
Council/Committee member Pat Burns made the motion to
recommend approval to the Council, seconded by
Committee Chairman Rich Wagner.
D. RESOLUTION NO. 2499 - TECHNICAL SERVICES AGREEMENT WITH
SALEM TECHNICAL SERVICES/H. L. YOH COMPANY
City Engineer Dennis Dowdy explained the need for
additional staffing sources for obtaining contract
labor.
Council/Committee member Pay Burns made the motion to
recommend approval to the Council, seconded by
Committee Chairman Rich Wagner.

E. RESOLUTION NO. 2500 - CONSULTANT SERVICES AGREEMENT
WITH W & H PACIFIC, INC. FOR PR 522 - MAIN STREET
IMPROVEMENTS
City Engineer Dennis Dowdy offered a general scope of
the Pedestrian Plaza and the available funding for the
project. Council/Committee member Pat Burns made the
motion to recommend approval to the Council, seconded
by Committee Chairman Rich Wagner.
CONSENT
A.RIGHT-OF-WAY USE PERMIT FOR AUBURN HIGH SCHOOL
GRADUATION STREET CLOSURE
B. UTILITY BILL ADJUSTMENT TO ACCOUNT #3.12.0300 IN THE
AMOUNT OF THREE THOUSAND FIFTEEN DOLLARS AND THIRTY-
NINE CENTS ($3,015.39) TO SKYLARK MOBILE HOME VILLAGE
The Committee recommended approval of Consent items A
and B to the Council at their March 21, 1994 meeting.
INFORMATION OR DISCUSSION
A. PRESENTATION BY DEPARTMENT OF ECOLOGY ON THE FUTURE
ADOPTION OF THE PUGET SOUND STORM WATER QUALITY MANUAL
Water Quality Compliance Officer Chris Thorn introduced
Steve Tiller of the Department of Ecology. A brief
presentation was given.
B. UNDERGROUND UTILITIES POSSIBLE LID ON AUBURN WAY NORTH
- 4TH TO 15TH STREETS N.E.
City Engineer Dennis Dowdy described the possible LID
on Auburn Way North and a general discussion was held.
It was agreed that the City would provide Way Scarff a
copy of the draft assessment roll and an opportunity to
obtain signatures by petition, not later than March 28,
1994 Public Works' Committee meeting.
ADJOURN
There being no further business to come before the Council, the
meeting was adjourned at 6:30 p.m.
