RF.~OLUTION NO. 2556 - CALLING FOR A PUBLIC HEARING ON NOVEMBER 7, 1994 TO CREATE LID 348 FOR WEST MAIN STREET IMPROVEMENTS The City Engineer Dennis Dowdy presented Resolution No. 2556 - Calling for a Public Hearing on November 7, 1994. A public informational meeting was held on September 22, 1994; seventeen business owners and interested citizens attended. The response was positive. Being satisfied with the explanation, the decision was made to recommend approval to the Council at their October 3, 1994 meeting. B. RESOLUTION NO. 2559 - RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONSULTANT AGREEMENT WITH AGRA EARTH AND ENVIRONMENT, INC. FOR ENVIRONMENTAL TECHNICAL AND REGULATORY GUIDANCE NOT TO EXCEED ONE The City Engineer, Dennis Dowdy described Resolution No. 2559. Concerns regarding conflict of interest have been satisfied by parties involved. The staff agreed to report the accumulated cost on a bi-weekly basis. Being satisfied with the response, the decision was made to recommend approval to the Council at their October 3, 1994 meeting. HI. CONSENT A. AWARD PR 545, SIGNAL LOOP REPLACEMENT TO THE LOWEST RESPONSIBLE BIDDER (HANDOUT) City Engineer, Dennis Dowdy explained to Council that no bids were submitted, therefore we will go out to bid gain. PRESENT 1995 AIRPORT BUDGET Airport Manager, John Anderson presented the Airport budget, and gave a brief overview of budget increases for 1995. B. PRESENT 1995 PUBLIC WORKS BUDGET Public Works Director Frank A. Currie, City Engineer Dennis Dowdy and Building Manager Tony Baca presented the 1995 budget to the Public Works Committee. Due to time restraints, the remaining portion of the budget packet will be presented at the next Public Works Committee meeting. V. CALL TO ORDER The meeting was called to order at 5:40 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Don Kurle and Council/Committee member Pat Bums. Staff in attendance were Public Works Director Frank A. Currie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle, Acting City Attorney, Mike Reynolds, Utilities Engineer, Dwight Holobaugh, Project Engineer Jack Locke, Traffic Engineer Steve Mullen, Finance Director Vic Thompson. Guests in attendance were Stanford Tabb, Hapsmith Corporation, Peter Lewis, Chamber of Commerce, John Raeder, Chamber of Commerce, Mark Hancock, Hapsmith Corporation, Jill Kurfirst, J. K. Consulting, John Kaiser, Valley Daily News, Victor Bishop, T.P. & E., Inc. John Kegan, Hapsmith Corporation. II. ISSUES A. RESOLUTION NO. 2553 - NORTHWEST RAIL CORRIDOR SLIPPORT City Engineer Dennis Dowdy, presented Resolution No. 2553; Northwest Rail Corridor Support. Being satisfied with the explanation, the decision was made to recommend approval to the Council at their September 12, 1994 meeting. llI. CONSENT ~_.. A. UTILITY BILL ADJUSTMENTS FOR ACCOUNT #1.43.1170 IN THE AMOUNT OF SIX THOUSAND SEVENTY-SIX DOLLARS AND TWO CENTS ($6,076.02) TO SHARPE & ROTH, ACCOUNT #4.19.0210 IN THE AMOUNT OF SEVEN THOUSAND FOUR HUNDRED NINETEEN DOLLARS AND NINETY-FIVE CENTS ($7,419.95) TO AUBURN HILLS MOBILE HOME PARK, AND TO ACCOUNT #3.61.1290 IN THE AMOUNT OF THREE HUNDRED EIGHTY DOLLARS AND NINETY-SEVEN CENTS ($380.97) TO TROTTER'S RESTAURANT The Committee recommended approval of Consent Item A to the Council at their September 12, 1994 meeting. IV. INFORMATION OR DISCUSSION A. SUPERMALL ISSUES City Engineer Dennis Dowdy explained that the presentation was informational in nature. John Kegan, Attorney for Hapsmith Corporation, presented the Corporation's stance on dedication of the flyover to the City of Auburn. A general discussion was held on various aspects of the proposal. The second item presented to Public Works by Hapsmith's attorney John Kegan, was the City of Aubum's standard Traffic Mitigation Agreement. The Public Works Committee took the information that they heard under advisement. PUBLIC WORKS COMMITTEE MINUTES SEPTEMBER 8, 1994 PAGE 2 B. PROPOSED FUTURE LID FORMATIONS Project Engineer Jack Locke explained in detail the forming of future LID'S. C. CONSTRUCTION LIPDATE City Engineer Dennis Dowdy updated the Public Works Committee on the status of construction projects.
