I. CALL TO ORDER
The meeting was called to order at 5:40 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Don Kufie and
Council/Committee member Pat Burns. Staff in attendance were City Engineer Dennis
Dowdy, Senior Engineer Dennis Selle, Utilities Engineer Dwight Holobaugh, Traffic
Engineer Steve Mullen, Finance Director Victor Thompson, Planning Director Paul
Krauss and Senior Planner, Bob Sokol.

II. ISSUES
A. RESOLUTION NO. 2566, PROFESSIONAL SERVICES AGREEMENT
WITH WORTHY AND ASSOCIATES
City Engineer Dennis Dowdy presented Resolution No. 2566, a Professional
Services Agreement with Worthy and Associates. The 55 acre site is owned by
the City and is being considered as a potential building site. The service
agreement is to define and delineate the wetland boundaries of City-owned
property known as "Goedecke Property" located in southeast Auburn. The
agreement value is not to exceed $8,700.00.
Committee Chairman Rich Wagner expressed concerns regarding the
comparison factors for measuring weftands. Being satisfied with the reply, the
Public Works Committee recommended approval at their November 21, 1994
meeting.
B. RESOLIYHON NO. 2568 FOR A JOINT OPERATING AGREEMENT (JOA)
WITH SOUTH KING COUNTY REGIONAL WATER ASSOCIATION
The City Engineer Dennis Dowdy requested the Resolution No. 2568 for a joint
operating agreement with South King County Regional Water Association be
pulled from the Public Works Committee Agenda. The City has been notified
of some minor changes to the Resolution, requested by the City of Kent and
Corington Water District. Once these amendments are incorporated, the JOA
will be revisited for approval.

Committee Chairman Rich Wagner requested that additional changes be made to
the Resolution on page two of "Item 2 Intent" both A and B; City Engineer
Dennis Dowdy acknowledged the corrections and Resolution No. 2568 will be
presented to the Public Works Committee with the applicable corrections.
III. CONSENT

IV. INFORMATION OR DISCUSSION
A. COMMUTER RAIL SITING STUDY
Senior Planner Bob Sokol introduced and gave a 15 minute presentation on the
Commuter Rail Siting Study's Committee recommendations on proposed
Committee Rail sites. The two sites selected were Union Pacific Supermall site
on 15th Street SW and the Buffington Northern Downtown site. The preferred
site being the Downtown site.
B. TRANSPORTATION DISCUSSION GROUP PAPER
This publication was presented to the Public Works Committee members for
review with the future request of presenting a 15 minute presentation by one of
the Transportation Discussion Group members. It was noted that it will be
scheduled at a later Public Works meeting.
Committee Chairman Rich Wagner expressed concerns over proposed funding,
the taxing district, and the effect it may have on the local automobile
dealerships in Auburn. The concern being that RTA may encourage dealerships
to move outside of the taxing district, which will impact Auburn's economy.
Mayor Charles A. Booth stated a committee has just been formed by the local
automobile dealerships to address the issue.
C. CENEX UPDATE
Utility Engineer Dwight Holobaugh updated the Public Works Committee on
the progress of Cenex; and noted that Public meeting to be held on November
15, 1994 at the American Legion hall. He aim gave a brief presentation of
costs expended to date, and noted the Department of Ecology is now the lead
agency.
A brief discussion was held regarding the City's expenditures and a method in
which to capture the costs if it becomes necessary. The Public Works

Committee was assured that we have a tracking method in place to capture all
costs, if it becomes necessary.
D. REVISED CAPITAL PROJECT STATUS REPORT
Senior Engineer Dennis Selle presented the revised format, as requested by the
Public Works Committee. The Committee was satisfied with the new format
and a general discussion followed.
E. LAKELAND HILLS WELL 5A RETESTING
City Engineer Dennis Dowdy requested, and received, permission to procure a
new pump at the cost of eleven thousand dollars and no cents ($11,000.00); a
Resolution to do so will follow.
F. AAA PEDESTRIAN AWARD
City Engineer Dennis Dowdy displayed the award. The Public Works
Committee requested a press release be prepared, and stated that further
presentation of the award will be made at the City Council meeting.
Additional information discussed was:
ORAVETZ ROAD COMPLETION
Chairman Wagner inquired about the completion date of Oravetz Road. City
Engineer Dennis Dowdy state that he would inquire with the Auburn School
District and impress on them the need to complete the road as soon as possible.
The follow-up will be reported back to the Committee.
GOEDECKE PROPERTY CONTAMINATION
City Engineer Dennis Dowdy reported on a new discovery of contaminated soil
on the City's Goedecke property, east of the West Valley Highway and SR 18
on-ramp intersection, close to Peasley Canyon.
The City staff will be working closely with the WSDOT project manager to
determine potential liable oil companies.

V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:00 p.m. It is noted that an Executive Session was held following the
adjournment of the Public Works Committee meeting.
