HomeMy WebLinkAbout11-28-1994PUBLIC WORKS COMMITTEE MINUTES NOVEMBER 28, 1994 L CALL TO ORDER The meeting was called to order at 5:35 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Don Kurle and Council/Committee member Pat Burns. Staff in attendance were Public Works Director Frank A. Curde, City Engineer Dennis Dowdy, Utilities Engineer Dwight Holobaugh, Acting City Attorney Mike Reynolds. Guest in attendance was Chamber of Commerce member John Raeder. H. ISSUES A. ORDINANCE NO. 4714 - APPROVING FEDERAL ISTEA GRANT FUNDS FOR A CITY-WIDE BICYCLE PLAN City Engineer Dennis Dowdy introduced Ordinance No. 4714 - approving ISTEA grant funds for a City-wide Bicycle Plan and Ordinance No, 4715 approving ISTEA grant funds for a pavement management system. The City is requesting permission of the City Council to request appropriation of ISTEA grant funds. The local matching funds of $35,000.00 are budgeted for 1995 in the 102 (gas tax) fund. Schedule of completion will be six to nine months. Being satisfied with Ordinance No. 4714 and 4715, the Public Works Committee recommended approval at their December 5, 1994 meeting. B. ORDINANCE NO. 4715 - APPROVING FEDERAL ISTEA GRANT FUNDS FOR A PAVEMENT MANAGEMENT SYSTEM Refer to ISSUE A. above. lII. CONSENT A. DENIAL OF UTILITY BILL ADJUSTMENTS RETURNED FOR DOCUMENTATION TO CONTINENTAL VILLAGE APARTMENTS FOR ACCOUNT #2.31.1980 IN THE AMOUNT OF ONE HUNDRED FIFTY-SIX DOLLARS AND FIFTY CENTS ($156.50), ACCOUNT #2.31.2040 IN THE AMOUNT OF TWO HUNDRED SIXTY-SIX DOLLARS AND FIVE CENTS ($266.05), ACCOUNT #2.31.2070 IN THE AMOUNT OF SIXTY-FIVE DOLLARS AND SEVENTY-THREE CENTS ($65.73), ACCOUNT #2.31.2100 IN THE AMOUNT OF THREE HUNDRED SIX DOLLARS AND SEVENTY- FOUR CENTS ($306.74), ACCOUNT #2.31.2370 IN THE AMOUNT OF NINETY-SEVEN DOLLARS AND THREE CENTS ($97.03) See CONSENT F. below PUBLIC WORKS COMMITTEE MINUTES NOVEMBER 28, 1994 Page 2 of 4 B. UTILITY BILL ADJUSTMENTS TO ACCOUNT #2.31.3820 IN THE AMOUNT OF TWO HUNDRED TWENTY-THREE DOLLARS AND EIGHTY-FIVE CENTS ($223.85) TO MIKE RIESS, AND TO ACCOUNT #2.60.0150 IN THE AMOUNT OF SEVEN HUNDRED SEVENTY-EIGHT DOLLARS AND SEVENTY-SIX CENTS ($778.76) TO KIDDER INDUSTRIAL See CONSENT F. below. D. FINAL PAY ESTIMATE FOR PR 546, CONTRACT NO. 94-10, FOR THE 1994 SLURRY SEAL, IN THE AMOUNT OF SEVENTY THOUSAND FOUR HUNDRED THIRTY DOLLARS AND SIXTY-ONE CENTS ($70,430.61) See CONSENT F. below. E. PERMISSION TO PURCHASE LIGHT STANDARDS DIRECTLY FROM SUPPLIER (ARCHITECTURAL AREA LIGHTING) FOR PR 522 AND PR 523 City Engineer Dennis Dowdy requested the Public Works Committee to allow purchasing of light standards to realize a substantial cost-savings on the above projects. Committee Chairman Rich Wagner expressed concerns regarding a cancellation fee in lieu of the LID not passing. See CONSENT F. below. F. TEMPORARY RIGHT-OF-WAY USE PERMIT APPLICATION NOS. 30-94 AND 31-94 FROM THE AUBURN AREA CHAMBER OF COMMERCE The Committee recommended the above Consent items A. through F. for approval at their December 5, 1994 meeting. IV. INFORMATION OR DISCUSSION A. CENEX UPDATE AND AGRA COSTS Utilities Engineer Dwight Holobaugh updated the Committee on the progress of Cenex. He noted costs expended to date, and noted Department of Ecology (DOE) is the lead agency. The City's position is one of following the lead of DOE. POSSIBLE JOINT MEETING WITH PCDC ON DECEMBER 12, 1994 AT 7 PM TO DISCUSS THE AIRPORT MASTER PLAN UPDATE AND TO REVIEW LEVEL OF SERVICE TRAFFIC STANDARDS City Engineer Dennis Dowdy requested a joint meeting on December 12, 1994. it was agreed to combine the 7:00 p.m. meeting, to cover both topics with the Public Works and Planning & Community Development Committees. C. CERB FUNDS FOR IMPROVEMENT TO STATE HIGHWAYS RELATIVE TO HORSE RACING TRACK City Engineer Dennis Dowdy discussed the funding and stated the City of Auburn must be the applicant. Deadline for application is December 5, 1994. The CERB Board meets on January 19, 1995, so the urgency of the application is crucial to qualifying for the January Board meeting. the funds will most likely pass directly to WSDOT if the grant is approved. It is not anticipated that the City's role will be much more than filing the application. The two projects are: 1. HOV lanes on SR 167 2. Ramp on 15th Street NW and SR 167 A general discussion was held, wherein it was agreed that a resolution will be on December 5 Council agenda to authorize the City to make application. Additional information discussed was: STORM DRAINAGE MILL CREEK Council member Pat Burns requested an update to be prepared and presented at the next Public Works Committee meeting. RACETRACK Acting City Attorney Mike Reynolds stated a Notice of Appeal was received on November 28, 1994. PUBLIC WORKS COMMITTEE MINUTES NOVEMBER 28, 1994 Page 4 of 4 AUBURN THOROUGHBRED RACETRACK The Committee asked that at a future meeting the status of all traffic mitigation conditions for the racetrack be reviewed.
