CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Don Kurle and
Council/Committee member Pat Burns. Staff in attendance were Public Works Director
Frank A. Curde, City Engineer Dennis Dowdy, Utilities Engineer Dwight Holobaugh,
Traffic Engineer Steve Mullen, Finance Director Victor Thompson. Utilities Planning
Engineer Nass Diallo, Storm Drainage Engineer Tim Carlaw, Transportation Planner Nick
Afzali, and Senior Planner Bob Sokal. Guests in attendance were Cathy Carr, C.C.I. and
Richard Berbert.
ISSUES
A. RESOLUTION NO. 2613, INTERLOCAL AGREEMENT WITH KING
COUNTY FOR CTR IMPLEMENTATION
City Engineer Dennis Dowdy presented Resolution No. 2613. Being satisfied with
the presentation, the Committee recommended approval to the Council at their
March 6, 1995 meeting.
B. RESOLUTION NO. 2614, AGREEMENT FOR PROFESSIONAL SERVICES
WITH CLENDANIEL, LEMAN & WATTS, INC.
City Engineer Dennis Dowdy presented Resolution No. 2164. It was noted the
selection was made from the City's Consultant Roster. The Committee
recommended approval to the Council at their March 6, 1995 meeting.

IV. INFORMATION OR DISCUSSION
A. CAPITAL PROJECT STATUS REPORT
The monthly Capital Project Status Report was discussed. The Public Works
Committee had questions and concerns regarding PR502 - 37th Street S.E.,
PR505 - Auburn Way North, PR523 - Main Street, PR507 - Auburn Way South,
PR511 - Signal Interconnect and the Casino. City Engineer stated that all right-of-
way on 37th Street has been secured and that Puget Power is proceeding
diligently. That the next design emphasis is to advertise Auburn Way North as
soon as possible now that the Main Street LID is advertised. That due to State
Signal Inspection limitations, the switch over to the new signals is taking some
time, but will try to determine a reasonable schedule for completion. Due to staff

shortage of only a single signal technician, the Interconnect Project schedule has
been impacted; however the City recently authorized an internal transfer of a traffic
technician to relieve this shortage and will provide a schedule at next session
B. CIP FOR WATER ELEMENT OF THE COMPREHENSIVE FORM
** NOTE: Correction to above item "B"; should read PLAN not FORM
Utilities Planning Engineer Nags Diallo presented the Capital Improvement Plan
for the water element of the Comprehensive Plan.
The following improvements were presented:
A. PRV Zoning
B. Water supply sources
C. Booster pump stations
D. Storage reservoirs
E. Water quality and treatment
F. Distribution system
G. Control system
H. Wholesale water and inter ties
The Utilities Section will return to the Public Works Committee on March 13,
1995 to present and discuss water rights. Future meeting's agenda items will also
be scheduled for details.
Utilities Engineer Dwight Holobaugh introduced Cathy Carr of C.C.I.; Cathy Carr
briefly explained her role as a consultant for the City of Auburn. A handout was
distributed detailing the process of structuring the cost of service study. The draft
process should be complete in four to six weeks..
C. NORTH CENTRAL LAND PURCHASE
Storm Drainage Engineer Tim Carlaw presented options and counter often
received by the City of Auburn from the property owner Christa Ministries. The
selected option (option three Deed of Trust purchase) is to be prepared and
returned to the Public Works Committee for review and submission to the Council
for approval.
Utilities Engineer Dwight Holobaugh updated the Public Works Committee on the
current status of CENEX. He informed the Public Works Committee of on-going
negotiation regarding Bicentennial Park property use and facilities.

City Engineer Dennis Dowdy informed the Public Works Committee of the
impending work load in the Building Division, and the need for a temporary
contracted Building Inspector. The Public Works Committee requested the
Building Division proceed with the hiring process with the understanding the
position will only be temporary based on work load.
D. LEVEL OF SERVICE
Traffic Engineer Steve Mu!len presented additional information regarding level of
service. Information and discussion followed. It was agreed that additional
information be provided at the next Public Works meeting March 13, 1995.
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:15 p.m.
