REVISED WORKSHOP MINUTES
L CALL TO ORDER
The meeting was called to order at 4:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Don Kude and
Council/Committee member Pat Burns. Staff in attendance were Public Works Director
Frank A. Curfie, City Engineer Dennis Dowdy, Transportation Planner Nick Afzali,
Traffic Engineer Steve Mullen, Finance Director Victor Thompson, and Senior Planner
Bob Sokol.

LEVEL OF SERVICE WORKSHOP - 4:30 - 6:35 PM
A general discussion was held concerning Level of Service (LOS). It was determined that
the following standards will be adopted until the completion of the transportation element:
* Roadway Link LOS is "C'.
* Signalized intersection LOS is "C". The LOS for the intersections
currently below LOS "C' will be their existing LOS.
* The unsignalized intersection LOS standard shah be LOS C, calculated as if
the intersection was signalized. A traffic signal warrant analysis will be
conducted, as needed, to determine ifa signal should be installed.
After extensive discussion of the proposed corridor LOS method, the Committee
determined that the method does not accurately reflect the true experience (reality) for
corridors where signalized intersections are separated by substantial distances. Thus, a
better method of calculating corridor LOS is needed. Staff agreed that this requires
additional effort to arrive at a more representative method to represent corridors' level of
performance. In the meantime, while the Transportation Element of the Comprehensive
Plan is being formulated, the above standards will be utilized. Staff agreed to draft
language to implement the above for Committee review.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting
was adjourned at 6:35 p.m.
