HomeMy WebLinkAbout04-10-1995PUBLIC WORKS COMMITTEE MINUTES APRIL 10, 1995 L CALL TO ORDER The meeting was called to order at 5:35 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, Council/Committee member Don Kude and Council/Committee member Pat Bums. Staff in attendance were Public Works Director Frank A. Curde, City Engineer Dennis Dowdy, Senior Engineer Dennis Stile, Utility Planning Engineer Nass Diallo, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, Finance Director Victor Thompson, and Captain Ray Sherman, Police Department. Guest in attendance was Ken Kinard of Henderson homes. IV. INFORMATION OR DISCUS SION A. SPEEDING ON R STREET SE POLICE MONITORING Due to a prior commitment by a staff member, the first item of discussion was speeding on R Street SE. Committee Chairman Rich Wagner expressed concern about the speeding and passing in the right lane. Traffic Engineer Steve Mullen discussed with the Public Works Committee various options for correcting the problem; it was decided the Public Works Traffic Section will conduct a study to provide traffic flow and speeding information to the Police Department so they may enforce the area at appropriate times. RESOLUTION NO. 2633 - PUGET POWER EASEMENT, COAL CREEK SPRINGS CHLORINATION PLANT The Public Works Committee recommended approval of the Resolution at their next City Council meeting April 17, 1995. !1I. FOR URGENT SEWER REPAIRS The Public Works recommended approval of Issue items A through H at their next City Council meeting, April 17, 1995. IV. INFO~TION OR DISCUSSION A. SPEEDING ON "R" STREET SE - POLICE MONITORING See page one for discussion. B. PROPOSED PROJECT PAVING SCHEDULE - PEDESTRIAN PLAZA - APRIL 10, 37TH STREET SE - APRIL 12, AUBURN WAY SOUTH/BNRR - APRIL 18. ALL PAVING IS DEPENDENT ON WEATHER CONDITIONS NOTE: Correct date of paving schedule for 37th Street SE should be April 10, 1995. This was switched due to weather, to assure that 37th Street would be paved during the school vacation. Pedestrian Plaza date will change. PUB~,IC WORKS COMMI'ITF. AN OPEN HOUSE FOR 37TH STREET LID, LID 341, IS SCHEDULED FOR APRIL 17 FROM 4-6:30 PM AT GILDO REY ELEMENTARY NOTE: Correct date of open house should read April 19, 1995. D. QUALIFIED UTILITY DISCOUNTS Finance Director Vie Thompson discussed the need for proof of income for qualifying the utility discounts. The Public Works Committee agreed and requested the Finance Department to proceed. E. FINAL ASSESSMENT COST INFORMATION ON LID 341, 37 STREET SE, PR 502 Senior Engineer Dennis Selle discussed final assessment costs in regard to King County and the RCW coveting the tight to refuse payment in regards to King County Public Housing Properties. F. WATER ELEMENT OF COMPREHENSIVE PLAN - CAPITAL IMPROVEMENTS Utility Planning Engineer Nass Diallo and Utilities Engineer Dwight Holobaugh presented the portion of the Water Comprehensive Plan dealing with the proposed capital improvements. A general discussion was held regarding expenditures for 1996. The Utilities Section will provide additional information and a priority list of capital improvements. V.
