CALL TO ORBER The meeting was called to order at 5:35 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner. Council/Committee member Don Kurle and Council/Committee member Pat Burns. Staff in attendance were Public Works Director Frank A. Curfie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle and, Utility Planning Engineer Nass Diallo, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, Finance Director Victor Thompson, City Attorney Michael Reynolds, Traffic Engineer Brian Dusseault, and Water Quality Compliance Officer Chris Thorn. Guests in attendance were Attorney at Law Tom Monimer, and Cathy Carr of C.C.I. II. ISSUES A, RESOLUTION NO, 2651 - ADOPTING THE 1996-2001 REVISIONS AND EXTENSIONS OF THE COMPREHENSIVE STREET PROGRAM Dennis Dowdy, City Engineer, introduced the 1996-2001 revisions of the Comprehensive Street Program. Councilmember Wagner initiated discussion about several projects and changes in priorifization since last year. Specific questions about 17th Street SE/"A" Street SE signal {901, previously referred to as 601) and 15th Street NE/'D" Street NE signal modification (902) being added. Both projects are recently eligible for Hazard Elimination (H.E.S.) funding and were added. Only the most recent three {3) years of accidents are included for projects where federal or state grant funds are sought. "M" Street SE, East Main Street to Auburn Way South (384A) should be moved to later in the six {6) year program. This is a concurrency-related project and the committee feels it is not necessarily a high priority and could be moved lower on the schedule. 52nd Street NE/South 277th - Auburn Way North to West Valley Highway (392) should be funded at a much lower rate and the City staff should continue to seek lead role from the County to manage design and construction since the majority of the segment will soon be annexed into the City. The rationale for adding this project this year is that Kent intends to build a five (5) lane arterial that will be open to traffic by 1999 with three (3) lanes paved. By 2001, Kent intends to pave the other two (2) lanes. Since Kent has now cleared the majority of hurdles w build this project from Auburn Way North to Kent Kangley, Auburn's portion becomes more urgent. Hl. CONSENT A. AWARD BID FOR PR 541, CONTRACT 94-12, 1995 STORM AND WATER IMPROVEMENTS TO GARY HARPER CONSTRUCTION ON THEIR LOW BID OF ONE HUNDRED FOUR THOUSAND NINE HUNDRED FIVE DOLLARS AND EIGHTY-FIVE CENTS(S104,905.85) City Engineer Dennis Dowdy presented the award bid for PR 541. The Public Works Committee recommended approval to Council at their June 26, 1995 meeting. B. STREET DELAY AGREENIENT FOR 657 2ND STREET NW, RESOURCE PROPERTIES, LTD., FOR A PORTION OF "H' STREET NW AND 2ND STREET NW City Engineer Dennis Dowdy presented a Street Delay Agreement tBr 657 2nd Street. The Public Works Committee recommended approval C. RIGHT-OF-WAY USE PERMIT APPLICATION #12-95 FROM THE MAIN STREET SANDWICH COMPANY The Public Works Committee expressed concern about consent Items C and D that at any time in the future it may consider termination based on future competing interest. Based · on that concern, staff agreed to bring these two issues to the next committee meeting with an appropriate condition specified. D. RIGHT-OF-WAY USE PERMIT APPLICATION #13-95 FROM THE RAINBOW CAFE See Consent Item "C". E. PERMISSION TO ADVERTISE FOR PR 513, 94/95 SIDEWALK PROGRAM. The Public Works Committee recommend approval to Council at their June 26, 1995 meeting. IV. INFORMATION OR DISCUSSION A. COST OF WATER SERVICE STUDY REPORT - UPDATE Cathy Cart of C.C.I. discussed with the Public Works Committee the status of the Water Service Study Report; in order to provide reliable information. the 1992 and 1993 PUBLIC WORKS COMMITTEE MINUTES JUNE 12, 1995 PAGE 3 OF 3 information must be downloaded to provided a three (3) year history. Cathy Carr of C.C.I. will be returning to the Public Works Committee in one month to provide the updated information. A draft copy of her report was provided for future discussions. The Executive Session began at 6:45 p.m. V. ADJOURNMENT There being no further business to come before the Public Works Committee, the meeting was adjourned at 7:30 p.m. LS/cr REF.
