I. CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Don Kurle and
Council/Committee member Pat Bums. Staff in attendance were Public Works Director
Frank A. Curfie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle and, Utility
Planning Engineer Nass Diallo, Transportation Planner Nick Afzali, Utilities Engineer
Dwight Holobaugh, Traffic Engineer Steve Mullen, Finance Director Victor Thompson,
City Attorney Michael Reynolds, Senior Planner Bob Sokol, and Planning Director Paul
Krauss. Guest in attendance were John Raeder and Fred Poe.
EXECUTIVE SESSION was held at 5:30 p.m. A discussion of water resources potential
litigation was held. The general session commenced at 6:25 p.m.
H. ISSUES
A. ORDINANCE NO. 4783 TO INCREASE SPEED ON 3 7TH STREET SE
Ordinance No. 4783 was presented to the Public Works Committee by City
Engineer Dennis Dowdy and Traffic Engineer Steve Mullen. A general discussion
was held; to summarize the Public Works Committee directed the Ordinance be
amended to include a review of the posted speed limit at the first scheduled Public
Works meeting in December of 1995.
The Ordinance was reluctantly passed.
B. RESOLUTION NO. 2664, PAYBACK AGREEMENT WITH ANN ANDREWS
City Engineer Dennis Dowdy briefed the Public Works Committee. Being
satisfied, the Committee recommended approval to the City Council at their
August 21, 1995 meeting.
C. RESOLUTION NO. 2663, PAYBACK AGREEMENT WITH IVAN AND
DELORES CHRISTIANSON
The Public Works Committee recommended approval to the City Council at their
August 21, 1995 meeting.

HI. CONSENT
A. PERMISSION TO ADVERTISE FOR PR 573, "C" STREET NW AND 29TH
STREET "NW"
The Public Works Committee approved the request for permission to advertise. for
bids.
B. CHANGE ORDER # 1 FOR TOTEM ELECTRIC, PR 511, IN THE AMOUNT
OF SEVENTEEN THOUSAND SEVEN HUNDRED THIRTY-FIVE
DOLLARS AND NO CENTS ($17,735.00)
City Engineer Dennis Dowdy recommended that CONSENT items B. and C. be
removed from the CONSENT Agenda and be resubmitted with an additional
change order.
The Committee agreed to remove the two items and will review the three change
orders at a later date.
C. CHANGE ORDER #2 FOR TOTEM ELECTRIC, PR 511, IN THE AMOUNT
OF FOUR THOUSAND SIX HUNDRED FORTY-FIVE DOLLARS AND
THIRTY-FOUR CENTS ($4,645.34)

D. STREET DELAY AGREEMENT FOR 5502 KERSEY WAY SE, ROD RICE
The City Engineer Dennis Dowdy explained why this request for delay should be
granted.
The Public Works Committee acknowledged CONSENT items D. and E. Street
Delays, and approved the Street Delay requests.

IV. INFORMATION OR DISCUSSION
A. THORMOD SITE
City Engineer Dennis Dowdy mentioned the acceptance by the State and the
Washington State Department of Transportation (WSDOT) for the City of
Auburn's ownership of the Thorrood Site. The City is to receive formal
confirmation; and the Public Works Committee will receive confirmation.
B. "C" STREET TRUCK ROUTE
City Engineer Dennis Dowdy acquainted the Public Works Committee with the
request by M.A. Segale to consider "C" Street for a truck route. It was suggested
that the Public Works Committee review this at a later date. Staff will evaluate the
alternatives with specific recommendations.
C. REVIEW TRANSPORTATION COMPREHENSIVE PLAN ORGANIZATION
Transportation Planner Nick Afzali conducted a brief review of the Transportation
Comprehensive Plan. The Public Works Committee will review the data presented
and will return to a future Public Works Committee meeting with further
recommendations and comments. Staff will schedule a future presentation of
alternate route improvements for modeling,
D. WATER COMPREHENSIVE PLAN CIP
Utility Planning Engineer Nass Dia!!o summarized the changes requested by the
Public Works Committee and discussed the September 1995 deadline.
The Public Works Committee will review the data and return with comments.
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:30 p.m.
