CALL TO ORDER The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth, Committee Chairman Rich Wagner, and Council/Committee member Don Ku~e. Council/Committee member Pat Burns was excused. Staff in attendance were Public Works Director Frank A. Curfie, City Engineer Dennis Dowdy, Utility Planning Engineer Nass Diallo, Transportation Planner Nick Afzali, Utilities Engineer Dwight Holobaugh, Traffic Engineer Steve Mullen, and City Attorney Michael Reynolds. Guest in attendance was John Raeder from the Chamber of Commerce. City Attorney Michael Reynolds briefed the Public Works Committee and staff of possible litigation. The City Attorney recommended we seek another legal opinion using the firm of Foster Pepper & Shefelman. The Public Works Committee accepted the City Attorney's suggestion, and thus, the Legal Department will proceed. APPEAL OF DENIAL FOR STREET DELAY, FAC0037-92, VICTOR DIPIETRO Will be scheduled at a later date, as Mr. DiPietro was unable to attend the meeting. H. ISSUES A. ORDINANCE NO. 4786, ACCEPTING GRANT FUNDS FOR PR 529, IN THE AMOUNT OF ONE MILLION SIX HUNDRED FORTY-ONE THOUSAND EIGHTY DOLLARS AND NO CENTS ($1,641,080.00) City Engineer Dennis Dowdy summarized Ordinance No. 4786; the acceptance of grant funds for PR 529. The Public Works Committee expressed concern regarding the funding sources. Staff is to return to the Public Works Committee with required dam. Being satisfied with the response, the Public Works Committee recommended approval to the Council at their September 5, 1995 meeting. PUBLIC WORKS COMMITTEE MINUTES AUGUST 28, 1995 PAGE 2 OF 4 B. RESOLUTION NO. 2666, PAYBACK AGREEMENT WITH W.M. GOODWIN, S.M. GOODWIN, AND J.C. KNUDSON City Engineer Dennis Dowdy presented Resolution No. 2666; a Payback Agreement. The Public Works Committee recommended approval to the Council at their September 5, 1995 meeting. C. RESOLUTION NO. 2667, PUBLIC UTILITY EASEMENT BETWEEN THE CITY OF AUBURN AIRPORT ENTERPRISE FUND AND THE CITY OF AUBURN UTILITY ENTERPRISE FUND FOR A PERPETUAL NONEXCLUSIVE EASEMENT City Engineer Dennis Dowdy and Utilities Engineer Dwight Holobaugh briefed the Public Works Committee on Resolution Nos. 2667 and 2668. The Public Works Committee acknowledged and gave their recommendation for approval to the Council at their September 5, 1995 meeting. D. RESOLUTION NO. 2668, PUBLIC UTILITY EASEMENT BETWEEN THE CITY OF AUBURN AIRPORT ENTERPRISE FUND AND THE CITY OF AUBURN UTILITY ENTERPRISE FUND FOR A PERPETUAL NONEXCLUSIVE EASEMENT See ISSUE C. above. lII. CONSENT A. AWARD BID FOR PR 541, NORTH CENTRAL AUBURN STORM DRAINAGE FACILITIES, PHASE I The Public Works Committee recommended approval. B. FINAL PAY ESTIMATE FOR R.W. SCOTT CONSTRUCTION, PR 502, CONTRACT NO. 94-01, IN THE AMOUNT OF FIFTY-SIX THOUSAND EIGHT HUNDRED TWENTY-FOUR DOLLARS AND SIXTEEN CENTS ($56,824.16) The Public Works Committee recommended approval. SCOTT CONSTRUCTION, PR 522, CONTRACT NO. 94-08, IN THE AMOUNT OF TWO THOUSAND FOUR HUNDRED NINETY-ONE DOLLARS AND SIXTY-FIVE CENTS ($2,491.65) The Public Works Committee recommended approval. D. RIGHT-OF-WAY USE PERMIT 23-95, ALLOWS CARS TO PARK UNDER THE FIRST SEVERAL FEET OF THE ELEVATED BRIDGE STRUCTURE OF THE SUPERMALL ROAD FLYOVER City Engineer Dennis Dowdy presented the right-of-way use Permit. The Public Works Committee members called attention to liability issues and land use requirements. The Public Works Committee delayed a decision until further information is provided by the Engineering staff. IV. INFORMATION OR DISCUSSION A. WATER CAPITAL IMPROVEMENT PROJECTS Utility Planning Engineer Nass Diallo conducted the discussion and requested additional response from the Public Works Committee. This item will be re- visited at the September 11, 1995 Public Works Committee meeting. B. KING COUNTY WATER DISTRICT #111 INTERLOCAL Utility Planning Engineer Nass Diallo provided the Interim Intertie Agreement and requested the Public Works Committee review and respond. C. TRANSPORTATION PLAN Transportation Planner Nick Afzali briefed the Committee on growth trends, alternate routes, and provided conceptual maps showing transportation corridors. Staff asked the Committee to review maps and provide feedback at a later meeting on improvements staff should investigate during modeling. D. CAPITAL PROJECT STATUS REPORT City Engineer Dennis Dowdy reviewed the monthly status report. PUBLIC WORKS COMMITTEE MINUTES AUGUST 28, 1995 PAGE 4 OF 4 E.
